Project Overview:

Bechtel is designing, constructing, and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington state. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.   The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities – Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory – as well as operations and maintenance buildings, utilities, other support facilities.  The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and Amentum. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project.   

 

This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 am to 5:00 pm. Selected applicant needs to be able and willing to work weekends as needed. 

 

Job Summary:

The Industrial Hygiene Manager is responsible for implementing the Waste Treatment Plant (WTP) Industrial Hygiene Program for the Low Activity Waste/Balance of Facilities/Laboratory (LBL) facilities and the High Activity Waste (HLW) facilities. Ensures the adequacy of requirements implementation through assessment and oversight of implementing processes. Manages the development and maintenance of facility hazard identification and exposure assessment programs and is responsible for the execution of Industrial Hygiene monitoring programs. Provides guidance and information to facility staff and WTP and DOE management on emerging issues affecting Industrial Hygiene program implementation. #LI-EH1

 

Major Responsibilities:

  • Supervises an Environmental, Safety, and Health (ESH) program on a small project inclusive of technical and administrative aspects; compliance activities; and processes and plans associated with all three ESH disciplines (including medical). 
  • Supervises EHS personnel and facilitates their development through assignments, coaching, and mentoring. 
  • Assures that ESH requirements are properly interpreted and integrated in planning documents, design criteria, construction and operational plans, schedules, training programs, and subcontract documents. 
  • Applies application of Bechtel's ESH Management System and standards to achieve, maintain, and continually improve EHS program execution. 
  • Assures support within ESH teams and to Engineering, Construction, Commissioning, Operations, Legal, Contracts, Procurement, Management, and other functions regarding ESH requirements. 
  • Manages budgets, schedules, and resources for interpreting and implementing ESH requirements, evaluating risks, and developing suitable plans and methods for a robust ESH program. 
  • Helps write and oversees implementation of Environmental Management Plans, Safety and Health Management Plans, and other ESH plans in compliance with Bechtel’s ESH Management System, standards, and contract and regulatory requirements. 
  • Establishes ESH emergency preparedness planning and confirms investigation and resolution of ESH incidents. 
  • Conducts assessments and inspections, and participates in audits, to confirm ESH compliance with contractual commitments, laws and regulations, environmental permit requirements, and Bechtel standards. 
  • Confirms that environmental permitting, specialized studies, assessments, reports, and regulatory submittals are completed as required. 

 

Education and Experience Requirements:

  • Bachelor’s degree (or international equivalent) related to environmental, safety, health or science-related discipline and 8 -10 years of relevant experience or 12-14 years of relevant work experience

 

Required Knowledge and Skills:

  • Provide management oversight of the Industrial Hygiene Program implementation to assure federal, state, and WTP requirements regarding Industrial Hygiene are followed
  • Manage the development and maintenance of industrial hygiene hazard identification, exposure assessment and control programs
  • Train and direct subordinate industrial hygienists in sampling and assessment methodologies
  • Remain cognizant of federal and state regulations affecting industrial hygiene
  • Support comprehensive hazards identification and development of appropriate mitigation strategies
  • Support development of industrial hygiene training programs and assess program effectiveness
  • Provide technical guidance to LBL and HLW facilities and WTP and DOE management on resolving issues pertaining to Industrial Hygiene Program implementation
  • Advise facility personnel of required response actions for industrial hygiene hazards anticipated during routine evolutions or process upsets
  • Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment
  • Responsible for directing assigned staff providing industrial hygiene technical support and oversight of the WTP Industrial Hygiene Program implementation.
  • (EFNM-IH) Exposed Field Non-Manual Industrial Hygiene
  • Experience with developing and maintaining industrial hygiene programs (e.g. respiratory protection, laser safety, sampling and monitoring)
  • Certification Current ABIH Certified Industrial Hygienist required
