Project Overview:

Bechtel is designing, constructing, and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington state. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.   The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities – Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory – as well as operations and maintenance buildings, utilities, other support facilities.  The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and Amentum. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project.   

This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 am to 5:00 pm. Selected applicant needs to be able and willing to work weekends as needed. 

 

Job Summary:

This position will be responsible for managing both the Industrial Safety and Hygiene (IS&H) functions. Under General Supervision, the Deputy Industrial Safety and Hygiene Manager will be responsible for supporting the implementation of the WTP Worker Safety & Health Program. Identifies, evaluates and supports construction and operations in the mitigation of workplace hazards. Develops programs, processes and procedures for use and application during both construction activities and future nuclear facility commissioning and operations. Manages hazard analysis and risk assessments related to the construction, testing, and operation of facilities, systems, and equipment, and identifies feasible and appropriate control strategies and or methods. #LI-EH1

 

Major Responsibilities:

  • Supervises a component of a safety program, inclusive of technical and administrative aspects. 
  • Supervises assigned safety personnel and provides guidance on their work activities. 
  • Provides technical support within ESH teams and to Engineering, Construction, Commissioning and Startup, Operations, Legal, Contracts, Procurement, Management, and other functions regarding ESH program execution. 
  • Confirms that safety and health requirements are integrated in planning documents, design criteria, construction and commissioning plans, schedules, and subcontract documents. 
  • Prepares, or helps prepare, Safety and Health Management Plans and awareness and training programs in compliance with Bechtel standards, the ESH Management System, and contract and regulatory requirements. 
  • Emphasizes and uses risk assessment, data analysis, and Bechtel's ESH Management System to help track and achieve continual improvement. 
  • Prepares technical and regulatory reports, research issues to support ESH program execution, evaluates data, and reports performance trends. 
  • Participates in ESH emergency response planning and confirms investigation and resolution of safety and health incidents. 
  • Builds and maintains working relationships with stakeholders and addresses their issues. 
  • Participates in and leads meetings with customers, team members, and contractors/subcontractors to advise them of safety and health requirements.
  • Develops IS&H programs, processes, procedures, specifications and training courses appropriate to both construction and nuclear facility commissioning and operations activities.
  • Oversees recommendations of acceptable control methods in accordance with the hierarchy of controls, with priority given to the avoidance or elimination of hazards through design features, to the extent feasible and appropriate.
  • Supports conduct of qualitative and quantitative risk assessments to ensure residual risks in design, operation and maintenance are sufficiently controlled and acceptable under established standards.
  • Reviews and provides recommendations for the correction of hazards situations for compliance with OSHA, state, and other Federal regulations; provides leadership and direction for safety staff and leadership within the Environmental Health and Safety function of the organization.
  • Develops and or assists in the preparation of specific reports as required in accordance with the project procedure, process, and contract specifications.
  • Oversees performance of incident/event investigations and preparing associated reports. Conducts performance reviews of employees under their direct supervision providing opportunities for professional enhancement and growth in their field as well as mentoring and coaching on areas of improvement and acknowledgement of successes. 

 

Education and Experience Requirements:

  • Requires a bachelor’s degree (or international equivalent) related to occupational safety or health and 8-10 years of relevant experience or 12-14 years of relevant work experience.

 

Required Knowledge and Skills:

  • Knowledge in industrial hygiene and industrial safety.
  • Knowledge and experience with the development of industrial safety and industrial hygiene policies, procedures, instructions, plans, and training.
  • Experience in resolving challenging IS&H issues with regulators and stakeholders.
  • High degree of technical knowledge of and experience with industrial safety and industrial hygiene process development and execution in a Department of Energy (DOE) construction and nuclear facility environment.
  • Expert knowledge of industrial hygiene requirements (e.g., OSHA, ACGIH) and practices (e.g., hearing protection, sampling, etc.).
  • Knowledge of occupational safety and health training program materials and methods. Knowledge of problem investigation, regulatory and internal audit practices and procedures.
  • Knowledge of hazard identification and risk assessment strategies in accordance with applicable guidance documents (e.g., 10 CFR 851.21 and 851.22, ANSI Z590.3, MIL-STD-882).
  • Demonstrated ability to coordinate with engineering disciplines to ensure code and standard compliance.
  • Current ABIH Certified Industrial Hygienist or BCSP Certified Safety Professional. Proficient in computer applications.
  • Skilled in oral and written communication. Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.
  • Experience as a supervisor and/or manager at industrial facilities involving highly hazardous chemicals, posing significant risks to the environment, safety, and health.
  • Must be able to obtain a DOE badge.
