Project Overview:

Bechtel is designing, constructing, and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington state. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.

The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities – Pretreatment, Low-Activity Waste (LAW) Vitrification, High-Level Waste (HLW) Vitrification and Analytical Laboratory – as well as operations and maintenance buildings, utilities, other support facilities.

The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and Amentum. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project. 

This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30am to 5:00pm (day shift). Extended work weeks and/or extended hours may be required or authorized to support the schedule. 

 

Job Summary:

The Electrical Field Engineer is responsible for activities relating to construction engineering within the electrical discipline. Duties include interpreting electrical design drawings and specifications, cable installations and terminations, field verification of materials, and technical direction to field electrical personnel as required. This position requires good planning and organizational skills, ability to perform detailed inspections and the ability to produce accurate, clear and concise documentation. 

The Electrical Utility Support Group (EUSG) operates within the Facility Management organization of WTCC and is responsible for configuration and change management of power to support both ongoing construction, commissioning, and startup testing as well as the daily operation of administrative and temporary buildings. The EUSG performs design, inspections, and field support to both electricians and subcontractors, and develops work documentation for maintenance, modification, and new construction. #LI-CL1

 

Major Responsibilities:

  • Develop work plans, coordinate material take-offs and requisitions, perform and document inspections, report progress, and resolve conflicts in design and construction related to the installation and testing of electrical commodities.
  • Develop electrical installation change notices related to new electrical installations and modifications to existing installations on non-process electrical system.
  • Responsible for quantity take-off, control, tracking, reporting, and forecasting for electrical discipline.
  • Coordinate with the Procurement Organization for field procured materials, material substitution, services and equipment including panels, motors, and switchgear.
  • Review material receiving reports and warehousing to assure delivery of correct electrical materials.
  • Coordinate with Field Supervision and Subcontractors to plan/support construction schedules.
  • Coordinate subcontract activities to ensure electrical materials, equipment, and quality comply with design plans and specifications and interpret vendor design documents and installation manuals.
  • Plan and prepare electrical work packages, electrical hazard risk assessments, and LOTO’s.
  • Perform other duties as required by S3D management.

 

Education and Experience Requirements:

  • Requires a bachelor's degree with 1-2 years of experience or 5-6 years of relevant work experience.
  • Must be physically capable to conduct field inspections and participate in project walkdowns which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, walking on elevated platforms, walking on uneven surfaces, climbing in very small and/or confined spaces, and lifting up to 50 lbs.
  • Possess the right to work and remain in the US without sponsorship.

 

Required Knowledge and Skills:

  • Must be able to complete and pass a pre-employment drug screen, physical, and background check which includes verification of employment and education. Must be able to obtain a Department of Energy badge for access to the Hanford Site.
  • Experience in construction of electrical distribution and lighting systems.
  • Must be computer-literate in word processing, spreadsheets, and database applications.
  • Must be familiar with current industry quality standards.
  • Detailed knowledge of the National Electrical Code and NFPA 70E Codes.
  • Understanding of electrical single line diagrams, electrical block diagrams, electrical wiring diagrams, electrical panel schedules, and electrical support drawings.
  • Knowledge and experience in construction methods and processes, and safety compliance.
  • Knowledge and experience in use of MicroStation to edit electrical drawings.
  • Knowledge and experience in use of ETAP to perform arc-flash calculations.
  • Experience with installation of medium voltage distribution systems.
