Position Summary
This position is for a Bechtel Infrastructure Supply Chain Manager to support utility scale solar power projects in North America as part of our centralized Core Renewables team. This position will be based in Bechtel’s Reston, Virginia headquarters.
Responsibilities
- Manages project Procurement and Contracts personnel in all operations for the project.
- Participates with the project team in defining and developing the scope of Procurement and Contracts work, and in preparing and coordinating Procurement & Contracts plans, procedures, schedules, estimates, forecasts, and budgets.
- Prepares Procurement & Contracts work hour budgets with the assistance of functional personnel.
- Monitors project Procurement & Contracts workhour expenditures, including field and support offices, to ensure operations are within approved budgets.
- Develops, coordinates, and makes Procurement & Contracts presentations to project and/or client personnel.
- Requests and prepares any necessary delegations of authority for commitments.
- Drives the development of the project execution plan, supply chain assignment schedule and division of responsibility to define project, field and support office roles and responsibilities.
- Coordinates Procurement & Contracting plans with Engineering and Construction plans and Project Management to ensure that input from these functional groups will enable Procurement & Contracts to perform its operations in accordance with project plans.
- Reviews commitment recommendations in accordance with Procurement & Contracts policies and procedures, and (where applicable) approving those within delegated authority.
- Ensures relevant recommendations receive required reviews and approvals.
Qualifications and Skills
Basic Qualifications
- Degree in Supply Chain, Business, Law, Engineering, Construction Management or Cost Engineering or equivalent experience.
Minimum Qualifications
- Previous 10+ years of experience in contract formation and administration and/or purchasing of a medium to large scale project.
- Previous experience with supervising a team.
- Demonstrated experience and courses in pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling.
- Thorough knowledge of (sub)contract and purchase order administration, home office and field procedures and documents relating to a multi-discipline construction projects.
- Working knowledge of engineering/construction industry contracting, purchasing, and material management practices, applicable government and commercial regulations and practices, and industry policies, procedures and work practices
- Possesses experience and knowledge of commercial management functions and work experience of a progressively responsible nature.
Preferred Qualifications
- 2+ years of experience with procuring goods and services for utility scale solar projects.
