Senior Talent Management Programs Partner - Infrastructure

Role Overview

With direction from the Manager of Functions, the Snr TM Programs Partner is responsible for consulting with the Infrastructure GBU on Talent Management/Learning and Development needs and solutions. The Snr TM Programs Partner will report to the Infrastructure Manager of Functions and have a dotted line connection to the Talent Management CoE to ensure responsive to the current needs of the GBU, while aligned with enterprise program strategy and development.  The Snr TM Programs Partner is a conduit from the business back to the Talent Management Organization to ensure Talent Management Programs are aligned with business priorities.


Detailed responsibilities include (but are not limited to):

  • Consults with Infrastructure business lines, functions and HR team to identify and shape localized Talent Management/Learning and Development Program needs and solutions (e.g., Early Career Hire Program, Functional Onboarding). The incumbent will also focus on pulling in existing enterprise programs as the framework to meet the business line and functions needs.
  • Partners with Infrastructure HR Business Partners to ensure Talent Management programs are designed delivered to meet business needs.
  • Collaborates with the TM design team in the development of enterprise-wide Talent Management/Learning and Development programs.
  • Collaborates with People Operations to shape solutions and support delivery of current Talent Management programs and processes.
  • Designs and develops Change Management plans that support the successful implementation of Talent Management programs within the Infrastructure business unit and functions.
  • Leads organizational design projects within the Infrastructure business unit and function; this could include work on existing projects to improve their organizational design approach.
  • Develop and maintain strong relationships with colleagues across business line, functions, and Human Resources.  
  • Assesses the ongoing effectiveness of localized TM/L&D programs, including tracking key metrics.
  • Identifies major process improvement and programmatic proposals from within the business and functions to liaise with Talent Management COE to determine enterprise-wide viability


Basic Qualifications:

  • Bachelor’s Degree in Human Resources, Organizational Development, Organizational Development, or related discipline with a minimum of 8 - 10 years of related experience with demonstrated increase in responsibility.
  • Demonstrated experience developing Talent Management/Learning and Development programs and solutions for the enterprise or specific business lines.
  • Demonstrated consulting experience within an organization to develop local Talent Management/Learning and Development programs and initiatives that address business line needs.
  • Demonstrated experience leading and influencing project teams to accomplish Talent Management/Learning and Development priorities for an organization.
  • Ability to build partnerships and work collaboratively with others to accomplish a shared goal.


Preferred Qualifications:

  • Experience managing organizational change for medium to large cultural change efforts
  • Experience leading organizational design efforts for divisions, departments, or business lines within an organization
  • Experience facilitating focus groups to collect data to support localized programs and initiatives.
  • Working knowledge of a matrix organizational structure
  • Ability to travel 10-15%
