Project Overview:
Bechtel and Deloitte (Submarine Workforce Industrial Base (SWIB) procurement prime contractor) are partnering with the US Navy on a one-of-a-kind opportunity to streamline and optimize the submarine production process and develop a national strategic functional dry docks plan across the US. New submarine production is critical to the Navy and Nation and ship building plans call for greater production (by tonnage) than at any point since World War II. To meet this demand, the Navy is working with industry and the shipbuilders to support capital investments required to provide ship building and repairs facilities optimization, and industrial equipment to meet this surging demand. The U.S. Navy SWIB procurement will develop strategies to streamline facility builds or accelerate its investments in existing shipbuilding facilities, footprint, and machines/fixtures to achieve the 1 Columbia Class and 2 Virginia Class submarines per year production rate while also sustaining the existing fleet.
This project spans several supporting activities and sub-objectives, in close partnership and coordination with the prime Deloitte, NAVSEA 04, the 4 public Navy shipyards, General Dynamics Electric Boat and Newport News Shipbuilding. The following list are activities and objectives that are the focus of this project:
- Develop a national strategic functional dry dock plan across public and private shipyards.
- Determine both a near term critical equipment modernization roadmap and a long-term equipment modernization lifecycle.
- Generate and implement strategies to accelerate current shipbuilding facility expansion.
- Implement shipbuilding facility layout changes to optimize production and decrease shipbuilding and maintenance timelines.
- Assist shipbuilders in determining methodologies for reducing inventory space requirements.
This position will be full-time telework and will require travel of 25-30% of the year, which entail site visits to the various shipyards across the United States and in-office visits to Reston, VA. The position is contingent upon project award.
Job Summary:
Applies knowledge of marine engineering principles and practices in the preparation of complex engineering analyses. Works independently, with minimal supervision and has a good understanding of problem solving within the marine structures discipline. He/she should be familiar with multi-discipline and multi-project working environments. His/her duties will include developing preliminary/detail drawings and perform structural designs for marine facilities.#LI-SB1
Major Responsibilities:
- Provide technical support for Dredging, Shore protection, Modular mooring dolphins and breasting dolphins, Loading platform topside structural steels and Trestle Piperack modules, Marine equipment (quick release hooks, fenders, bollards, and marine instrumentations)
- Review the design change due to construction issues and approve the field change documents.
- Review the nonconforming item against the original design, provide a disposition and approve the nonconformance report.
- Respond the technical inquiries from construction and attend the coordination meeting
- Provide technical supports related to the modular dolphins’ transportation and installation (load-out and load-in activities).
- Review existing design documents (marine facility design criteria, mooring dolphin design calculation report and mooring dolphin design drawings) and inspection reports for the pile damage.
- Provide guidance on loads and load combinations for the mooring dolphin structural analysis.
- Determine if the mooring dolphin can be used as “Fit for Purpose”
Education and Experience Requirements:
- Level 1: Requires a bachelor's degree in structural/civil engineering from an accredited university or college and 6-8 years of relevant experience or in lieu of a degree, 14 years of relevant work experience
- Level 2: Requires a bachelor's degree in structural/civil engineering from an accredited university or college and 8-10 years of relevant experience or in lieu of a degree, 16 years of relevant work experience
- Must be a US citizen.
- Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.
- Must be able to obtain a site security badge for access to the worksite.
Required Knowledge and Skills:
- PE Registration required or able to obtain in 12 months
- 9 years of design experience in design of marine structures, such as ports, terminals, wharfs, piers, bulkheads, breakwaters, berthing and mooring systems, foundations
- Construction experience with a marine construction contractor is required
- Proficient with commercial software such as GTSTRUDL, STAAD Pro, ANSYS, SACS, FB-Pier, L-Pile, MathCAD, OPTIMOOR, or similar programs
- Strong analytical skills in advanced structural and geotechnical design for marine/offshore structures and foundations. Good knowledge of wave and current loadings and mooring/berthing systems.
- Proficient in Structural calculation, steel connection details (bolted and welded) and concrete design
- Experience in the design of sheet pile and king pile bulkhead walls
- Knowledge of structural dynamics and finite element analysis
- Familiarity with international codes and standards related to marine and coastal design
