Job Summary:
This position serves as an early senior-level Environmental Engineer specializing in environmental permitting and regulatory compliance for complex infrastructure, energy, and industrial projects within the Nuclear, Security, and Environmental global business unit. The role is responsible for preparing, reviewing, and coordinating environmental permit applications and ensuring alignment with federal, state, and local regulatory requirements.
In addition to permitting responsibilities, the position requires the ability to interpret engineering design documents, technical calculations, and environmental analyses (e.g., air dispersion modeling, hydrologic/hydraulic studies, and impact assessments) to verify compliance with applicable regulations and permit conditions. The candidate will apply environmental engineering principles to evaluate project impacts, support design development, and ensure constructability and regulatory alignment.
The role provides technical guidance to Environmental Engineering personnel and collaborates closely with engineering disciplines, construction teams, Environmental Safety & Health (ES&H), and subcontractors to integrate permitting requirements into project planning, design specifications, and execution strategies. The position also interfaces with regulatory agencies and clients to support permitting strategies, resolve technical issues, and maintain compliance throughout the project lifecycle.

Major Responsibilities:
- Lead preparation, coordination, and submission of environmental permit applications (e.g., air, water, wetlands, waste, and land use permits) for major infrastructure and energy projects.
- Interpret engineering design documents, drawings, specifications, and calculations to assess environmental impacts and ensure compliance with permit requirements and regulatory standards.
- Review and evaluate technical analyses such as atmospheric dispersion modeling, stormwater management calculations, hydraulic/hydrologic studies, and environmental impact assessments to support permitting decisions.
- Coordinate with design engineers to integrate environmental constraints and permit conditions into project design, construction plans, and schedules.
- Maintain working knowledge of applicable environmental regulations (e.g., Clean Air Act, Clean Water Act, NEPA, and state/local equivalents) and ensure project compliance.
- Interface with regulatory agencies to support permit negotiations, respond to comments, and obtain approvals in a timely manner.
- Provide technical oversight and quality review of environmental reports, studies, and supporting documentation prepared by internal teams and subcontractors.
- Identify regulatory risks and develop mitigation strategies to support project execution and compliance.
- Support environmental due diligence, feasibility studies, and permitting strategies during project development and proposal phases.
- Collaborate with multidisciplinary teams (engineering, construction, ES&H, and project controls) to ensure environmental requirements are fully integrated into project delivery.
- Mentor junior staff and provide technical guidance on permitting processes, regulatory interpretation, and environmental engineering analyses.
- Stay current on regulatory changes, emerging technologies, and industry best practices, and communicate impacts to project teams and management.
Education and Experience Requirements:
- Requires Bachelor of Science degree (or international equivalent) in Environmental, Civil, Chemical, or Mechanical Engineering, or a related physical science discipline (e.g., geology, environmental science) and 8-10 years of relevant experience in environmental engineering, with a strong emphasis on permitting and regulatory compliance for infrastructure, energy, or industrial projects
Required Knowledge and Skills:
Basic Qualifications
- Must be a US citizen
- Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.
Minimum Qualifications
- Specialized/advanced knowledge in a field of environmental/chemical engineering (e.g., atmospheric dispersion modeling, nuclear safety hazards analyses, meteorology).
- Knowledge of engineering/scientific systems, calculations, applications and relevant computer applications.
- Knowledge of NRC and DOE regulations pertaining to external hazards analyses.
- Knowledge of construction planning, estimating, procedures, and execution.
