Project Overview:

This role is for various N&SE locations within the US.

 

Job Summary:

Execute the NS&E Procurement Audit and Compliance activities in assistance of NS&E projects. Support the development and maintenance of NS&E Procurement and Contracts management procedures, policies, and other documentation, ensuring compliance with both internal and external requirements. Assess and resolve operational problems, taking corrective action as necessary. #LI-SF1

 

Major Responsibilities:

Project Procedures

  • Reviews Project Procedures for alignment with NS&E requirements and advises the project to include any deviation on the Project Approved Supplemental and/or Deviation List. Coordinates resolution of comments with the project.
  • Monitors and manages the flow-down of business requirements and prime contract requirements into Project procedures.

 

Project Proforma

  • Reviews and assists with Project Master Pro-forma, including government flow-downs and commercial terms & conditions.
  • Reviews the Prime Contract flow-downs to ensure alignment with Project Pro-forma.
  • Reviews Engineering, Construction, Finance, Traffic & Logistics, Insurance, Tax, and other procurement functional group documentation to ensure that commercial and technical data requirements are included in the Project Pro-forma.

 

Compliance Training

  • Develops, provides, and documents training.
  • Gathers feedback to assess and improve various supply chain processes.

 

File Assessments

  • Performs file assessment activities and manages the file assessment schedule to meet all deadlines.
  • Reviews files for compliance in accordance with NS&E processes and procedures.
  • Collects, examines, summarizes, and reports information gathered during the file assessments.
  • Identifies procurement activity trends and engages in the development of process improvements.
  • Prepares and presents monthly reports to convey metric details, trends, and recommendations for improvements.

 

Audit Support

  • Builds effective working relationships and interacts with other project departments, Government Services, DCAA, DCMA, etc.
  • Assists with 3rd party audits by assessing requests for information (RFI), conveys RFI to projects, obtains and reviews documentation for accuracy and completeness, and works open actions to closure.

 

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience

 

Required Knowledge and Skills:

  • Knowledge of applicable Corporate and Global Business Unit policies and instructions,
  • Working knowledge of NS&E Supply Chain, Engineering, Construction, and Quality procedures and guidelines.
  • Ability to identify and interpret requirements inclusive of Federal Acquisition Regulations, NQA1, and applicable Agency Supplements.
  • Knowledge of Governmental Contracts and flow-downs of applicable clauses and requirements.
  • Knowledge of Cost Accounting Standards and determination process for applicability to the work.
  • Training or courses of specialized study in related subjects such as business administration, accounting, and law, including Uniform Commercial Code.
