Project Overview:

Bechtel and Deloitte (Submarine Workforce Industrial Base (SWIB) procurement prime contractor) are partnering with the US Navy on a one-of-a-kind opportunity to streamline and optimize the submarine production process and develop a national strategic functional dry docks plan across the US. New submarine production is critical to the Navy and Nation and ship building plans call for greater production (by tonnage) than at any point since World War II. To meet this demand, the Navy is working with industry and the shipbuilders to support capital investments required to provide ship building and repairs facilities optimization, and industrial equipment to meet this surging demand. The US Navy SWIB procurement will develop strategies to streamline facility builds or accelerate its investments in existing shipbuilding facilities, footprint, and machines/fixtures to achieve the 1 Columbia Class and 2 Virginia Class submarines per year production rate while also sustaining the existing fleet.

 

This project spans several supporting activities and sub-objectives, in close partnership and coordination with the prime Deloitte, NAVSEA 04, the 4 public Navy shipyards, General Dynamics Electric Boat and Newport News Shipbuilding. The following list are activities and objectives that are the focus of this project:

  • Develop a national strategic functional dry dock plan across public and private shipyards.
  • Determine both a near term critical equipment modernization roadmap and a long-term equipment modernization lifecycle.
  • Generate and implement strategies to accelerate current shipbuilding facility expansion.
  • Implement shipbuilding facility layout changes to optimize production and decrease shipbuilding and maintenance timelines.
  • Assist shipbuilders in determining methodologies for reducing inventory space requirements.

 

This position will be full-time telework and will require travel of 25-30% of the year, which entails site visits to the various shipyards across the United States and in-office visits to Reston, VA. This position is contingent upon project award.

 

Job Summary:

In this position, you will establish and lead a project team and serve in a consulting and advisory role. You will set and manage workstream expectations, distribute the workload, provide guidance, evaluate and recommend changes to policies or procedures, and implement strategies to achieve business objectives. Your leadership will ensure that high quality work is completed on time and efficiently. #LI-CL1

 

Major Responsibilities:

Level 1

  • Assist with developing a national strategic functional dry dock plan across public and private shipyards to increase the number of functional dry docks to meet current and future requirements.
  • Determine a near-term and long-term equipment modernization lifecycle preventing problems and implement corrective actions at each facility.
  • Generate and implement strategies to accelerate current shipbuilding facility expansion.
  • Work with industry to implement shipbuilding facility layout changes to optimize production and decrease shipbuilding and maintenance timelines while limiting facility downtime.
  • Assist shipbuilders in determining methodologies for reducing inventory space requirements.
  • Responsible for direction or performance staff activities, including development of departmental procedures and standard project procedures or responsible for providing expertise in specific area.
  • Establish processes for tracking and delivering assigned work scope in accordance to contractual requirements and plan.
  • Establish teams and distributes the work scope. 
  • Serve as a liaison between project teams, external clients, or other functional areas of the organization​. 
  • Ensure work is completed on time and within established quality standards and provides reports to internal and external clients and/or project/functional sponsors​. 
  • Oversee the Environmental, Safety & Health program for both the office and fieldwork environments including contractor and subcontractor activities ensuring work is completed safely and any concerns addressed timely.
  • Evaluate and recommend changes to policies or procedures. 

Level 2 

  • All Grade 28 responsibilities in addition to the following:
  • Responsible for the management of assigned projects or functional areas​ 
  • Serve in a consulting and advisory role as requested on department and/or special projects​. 
  • Provide counsel, guidance, and assistance in the areas of specialty.​ 
  • Implement strategies meant to assist the business in meeting its critical goals and objectives in the most efficient manner possible​. 
  • Set and manage project/workstream expectations.​ 

 

Education and Experience Requirements:

Level 1

  • Bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience.

Level 2

  • Bachelor's or master's degree (or international equivalent) and 15+ years of relevant experience or 19+ years of relevant work experience.

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of Naval submarine production process and dry dock industry. 
  • Knowledge and understanding of working arrangements with joint ventures, alliances, and consortiums. 
  • Experience on large industrial production facility projects.
  • Knowledge of front-end activities to include: Best Practices/Lessons Learned, Constructability, Risk Analysis/Contingency Evaluation, Estimate/Proposal Reviews, Baseline Schedule Development, Progress/Performance metrics and review.
  • Ability to effectively organize and staff a project team in a matrix organization; experience managing and fostering a diverse and inclusive workforce.
  • Proven demonstration of project financial management to contract requirements and enterprise financial plan.
  • Oral, written, and graphic communication and presentation skills.
  • Proven customer relationship interactions and management skills.
  • Experience implementing quality requirements and ensures the proper processes are identified and implemented. 
  • Demonstrated safety leadership.

Minimum Qualifications:

  • US citizenship required; no dual citizenship accepted.   
  • This role requires a facility-specific clearance that requires U.S. Citizenship.
  • Must be able to obtain a site security badge for access to the worksite.
