Project Overview:
Bechtel is the licensing, engineering, procurement, and construction partner on TerraPower’s Natrium team. Selected by the U.S. Department of Energy (DOE) for its Advanced Reactor Demonstration Program, Natrium is participating in a DOE initiative to re-establish U.S. leadership in nuclear energy that provides matching funding to industry to design and build an operational advanced reactor. TerraPower, a leading advanced generation technology company founded by former Microsoft CEO Bill Gates, will be deploying its 345 MWe sodium fast reactor (SFR), called Natrium. The Natrium plant features an advanced, cost-competitive reactor design that is safer, simpler, easier, less costly to construct, less expensive to operate, and able to provide energy that is competitive with fossil fuels. It also features an innovative molten salt energy storage system designed to be complementary to solar and wind power by evening out the peaks and valleys in production when the sun is not shining, or the wind is not blowing. With the reactor and energy storage output combined, the plant can produce more than 500 MWe of power.
Job Summary:
The Purchasing Supervisor is responsible for supervising a team of Purchasing personnel in the execution of project procurement activities. This role supports the orderly performance and completion of procurement commitments, including bidding, evaluation, negotiation, award, and administration of purchase orders, in accordance with established procurement policies and governance requirements. The Purchasing Supervisor contributes to planning, staffing, training, and development of Purchasing personnel while ensuring compliance with project, contractual, and organizational requirements.
This position is designated as part-time telework per our global telework policy and will require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership. #LI-SF1
Major Responsibilities:
- Supervises assigned Purchasing personnel and distributes workload to ensure timely and accurate completion of procurement activities.
- Participate in planning, staffing, training, and professional development of Purchasing staff.
- Provides functional guidance to Purchasing personnel, including coordination with field procurement teams where applicable.
- Supervises procurement activities through all phases including bidding, evaluation, negotiation, award, and administration of purchase orders.
- Reviews commercial bid tabulations for accuracy, completeness, and recommendation of suppliers within delegated approval authority.
- Executes procurement commitments within delegated signing authority and recommends selections requiring higher approval.
- Develops and monitors project Purchasing workhour estimates and ensures work is performed within approved budgets.
- Develops Purchasing staffing plans aligned with project workload and schedule.
- Prepares, maintains, and monitors project Purchasing master pro‑forma documents, including legal and commercial terms and conditions.
- Maintains effective working relationships with Engineering, Construction, and other project discipline supervisors to support project execution.
- Coordinates with global business unit procurement functions including Expediting, Supplier Quality, Traffic & Logistics, and Field Procurement.
- Maintains supplier relationships to resolve issues, monitor market conditions, and communicate project requirements.
- Ensure procurement activities comply with applicable directives, management instructions, procurement procedures, and supply chain governance requirements.
- Reviews prime contract provisions and ensures appropriate terms are reflected in Purchasing documents.
Education and Experience Requirements:
- Requires bachelor's degree in Business, Supply Chain, Procurement (or international equivalent) and 8 -10 years of relevant experience or 12-14 years of relevant work experience.
- Typically requires prior experience in purchasing or procurement, including supervisory or lead experience on projects or within procurement organizations.
Required Knowledge and Skills:
- Knowledge of procurement practices, commercial terms and conditions, and contract administration.
- Ability to supervise and coordinate the work of professional staff.
- Strong communication, planning, and organizational skills.
- Ability to work effectively with multidisciplinary teams and suppliers.
