Position Description Required.

Bechtel is seeking a Project Information Management Manager for the Nokia project, which designs, procures, and constructs all components of wireless cell towers.  The position will be based in Reston, Virginia, with support responsibilities to multiple market offices in the east side of the United States. 


General Job Description

Leads, directs and trains team members in information systems requirements to support project execution on medium to large projects. Works with project disciplines responsible for the overall creation and operation of Information Management and data quality programs meeting contractual requirements for client handover. Ensures quality and usability of data by completeness, timeliness, and accuracy monitoring, investigating and resolving data quality issues, identifying quality improvements and maintaining business and usage rules. Role interacts with clients, key vendors, IS&T leadership, and all levels of project / functional staff mainly construction, engineering, procurement and document management. Influences policy formation relevant to own areas of expertise.


Responsibilities and Duties

  • Lead information management (IM) scope on the project with responsibility for providing the leadership and vision to develop and maintain the Project Information Management Plan and to ensure that the systems described therein are technically achievable and delivered on time to support the project schedules.
  • Is responsible for the analysis, planning, coordination, management, and implementation of all project automation and information infrastructures, applications, processes and services to the project management office, project market offices and jobsites, and other project-related locations.
  • Is responsive to and support specific client information management deliverables.
  • Gather and coordinate the requirements, definition and delivery of integrated EPC system solutions cross-functionally and IM requirements.
  • Coordinate system integration and data interface issues with subcontractors and suppliers, as well as Bechtel internal IM systems and tools development.
  • Define and implement necessary information security measures
  • Ensure that appropriate change management procedures are implemented and enforced.
  • Prepares and manages allocated budget to accomplish assigned tasks.
  • Aggressively pursues innovative implementation of project automation tools, process improvement, and cost-savings automation activities. 
  • Provides regular communication on responsible activities to project, customer and partners, IS&T, and related stakeholders.
  • Manages and develops Project IT team members at all execution locations.


Qualifications and Skills

The following qualifications are required unless otherwise indicated:

  • Bachelor of Science degree in Computer Science, Engineering, or related technical field. Graduate degree in Management is a plus
  • 9 years of demonstrated experience in Project IT management, planning and implementation abilities
  • 7 years of experience using standard automation tools and project application work processes, system analysis and software development methodologies, and the solid knowledge of project life-cycle execution
  • 7 years of experience with and understanding of all source systems driving data turnover.
  • 7 years of experience in various project life-cycle activities and/or project automation
  • 5 years of experience of managing, developing and supervising a team
  • 5 years of experience illustrating a proven record of innovation, strategic planning, and work process improvement
  • 5 years of experience or working knowledge of organizational structure and processes
  • 5 years of experience in an external facing and coordination role with direct client and partner interactions on behalf of the project team


Additional Qualifications

  • Excellent oral and written communication skills, coordination skills with project, customer, peer groups (within and outside IS&T), and related stakeholders.
  • Ability to manage simultaneous and demanding tasks
  • Experience in telecommunication project is a plus. 
  • Willing to travel on short notices
  • Six Sigma experience and certifications
  • External certification - ITIL, PMP, Prince2 Foundation, etc.
