In this role, you will provide technical guidance to promote consistency across projects, customers, and business lines. You will provide detailed review and support to capital cost estimates, cash flow, working capital assessments, and to the preparation of estimate documentation. Project Overview:
This position is to specifically support development of Pumped Hydro Storage Projects. Project estimating roles include planning, preparation and presentation of project estimates. Project estimates include direct level cost, construction indirects, professional services, escalation contingency and commercial terms. Collaboration with cross functional teams and joint venture partners is the way we work.
Major Responsibilities:
Level 1
- Provides technical leadership to ensure consistency in approach and outcomes across Pumped Hydro Storage projects and customers
- Develops and coordinates with the Estimating Manager estimate approaches, budgets, and schedules
- Performs high-level confirmation of developed quantities for completeness and reasonableness
- Reviews and incorporates supply chain recommendations into the estimate
- Provides guidance in the development and review of criteria for development of pricing structure
- Produces cost estimates using crew-based approach including formation of crews from multiple craft and equipment selection
- Prepares cost studies and presentations, trend estimates, life cycle cost estimates, comparative metrics, and reconciliations for project estimate validation
- Prepares and coordinates the recommended contingency ranges and escalation rates to be presented to the project team
- Leads team in the identification of risk items, assignment of risk levels to portions of the project work and identification of measures to mitigate risk
- Takes a lead role in estimate reviews and presentations to project management and senior management
- Prepares basis of estimate documentation
Level 2
- Proposes, implements, and uses new automation techniques to enhance discipline estimating processes
- Mentors less experienced team members
- May lead cross functional teams or projects
- Works with client personnel to gain understanding of the specialized aspects of Bechtel estimating methodologies
- Keeps stakeholders fully informed of progress, ensures their buy in to the developing estimate to ensure alignment with bid submissions
- Responsible for the quality and integrity of the estimates produced by the Pumped Hydro Storage project team
Education and Experience Requirements:
Level 1
- Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience
- Requires Pumped Hydro Heavy Civil estimating experience
- Requires Heavy Bid (HCSS) estimating software experience
- Experience leading joint venture estimate development
Level 2
- Requires bachelor's or master's degree (or international equivalent) and 15+ years of relevant experience or 19+ years of relevant work experience
- Requires Pumped Hydro Heavy Civil estimating experience
- Requires Heavy Bid (HCSS) estimating software experience
- Experience leading joint venture estimate development
Required Knowledge and Skills:
- Expert knowledge and experience with heavy civil resource based estimating development and Pumped Hydro storage projects
- Expert experience and knowledge of implementation of Heavy Bid (HCSS) software applications
- Demonstrated ability to communicate estimate plans, status of estimates and management review packages
- Demonstrated experience with selection of construction equipment related to Pumped Hydo projects
- Demonstrated delivery of project estimates in self perform and joint venture arrangements
- Demonstrated experience of multiple pumped hydro project
- Demonstrated ability to collaborate in a wide range of environments across multiple time zones and nationalities
- Advanced ability to perform productivity analysis of construction operations and verify results by staffing and crew analysis of work operations by craft.
- Advanced understanding of cost index and escalation projections
