POSITION SUMMARY:

Manages the procurement operations of a global business functional unit (Nuclear Power) by supporting the global business unit organization in its responsibility for profitability, sales and performance excellence. Manages the global business unit functional departments of purchasing, expediting, supplier quality, field procurement, traffic and logistics, material management systems, or procurement initiatives. Develops global and regional procurement strategies, defining opportunities and providing regional, local, and industry knowledge in execution planning.

·Reports to and receives operational direction from the NS&E Manager of Procurement & Contracts.

·Provides functional guidance to global business unit nuclear project and functional Procurement Managers.

 

C. Contacts

  • Maintains relationships with senior Procurement and global business unit management to ensure mutual understanding of the global business unit and Procurement goals and objectives and to keep management informed of Procurement’s efforts toward meeting these goals.
  • Maintains relationships with senior project management personnel to understand the needs for and provide Procurement services to projects worldwide.
  • Maintains relationships with senior client personnel to ensure understanding of their needs and requirements and to promote Procurement’s worldwide capabilities and expertise.
  • Maintains contacts with senior management of Bechtel’s suppliers and subcontractors in collaboration with other Procurement managers to ensure sound working relationships, and to ensure they endeavor to conform to their contractual agreements.
  • Collaborates with Corporate Procurement functional managers to keep abreast of the latest procurement programs that support global business unit operations by enhancing market intelligence, quality objectives, cost effective shared services, state-of-the-art automated materials management systems, training and education, and personnel placement.

 

RESPONSIBILITIES:

  • Manages and monitors Procurement operations for assigned projects. Maintains communications with organization personnel through visits to assigned projects, email, telephone communications, and other means, to ensure that the services of Procurement and Subcontracts meet the needs of Bechtel, NS&E, the project, and the customer.
  • Participates with other global business unit functional managers in the business unit's business development efforts, feasibility studies, project planning, and provides support in client contract negotiations to give Procurement and Subcontract input, communicate Procurement capabilities and anticipate Procurement requirements and staffing.
  • Participates in preparing, reviewing, and approving acquisition planning, strategies, and negotiations planning on assigned projects.
  • Identifies training needs and directs application of training programs to ensure that the assigned Procurement personnel have satisfactory knowledge of their level of work to perform in a competent and efficient manner.
  • Plans, performs, and/or directs personnel actions involving the assigned Project Procurement Management personnel, including but not limited to: Staffing and replacement planning. Performance evaluation and career discussions. Promotions, rotation, and transfers.
  • Reviews staffing plans and personnel actions with the global business unit manager, or designee, to ensure consistency with global business unit and project practices and needs.
  • Regularly directs, conducts, or participates in in-depth Procurement and Subcontract reviews of the activities in assigned projects.
  • Monitors preparation of project Procurement work hour estimates, budgets and schedules to ensure that these are developed realistically and that they meet global business unit/project objectives. Periodically reviews project Procurement activities to ensure that operations are within approved work hour estimates, budgets and schedules, and if not, directs the preparation of a revised budget request and or a change in activities.
  • Oversight and coordination of procurement, contracts, expediting, supplier quality, and traffic and logistics requirements for the global business unit to support project objectives.
  • Oversight and Management of BPC Functional Procurement & Contracts Department Procedures and input and review of Corporate Procedures and Policy Compliance. Reviews Corporate Bulletins and provides appropriate direction to home office and project personnel as required.

 

JOB KNOWLEDGE:

  • Proficient and experienced in one or more Procurement functions.
  • Experienced in project planning and operations, including both office and jobsite locations.
  • Working knowledge of Engineering, Construction, and Quality procedures.
  • Experienced in the management or supervision of personnel, including defining tasks, making work assignments, and evaluating performance.
  • Knows the applicable Corporate and global business unit policies and instructions, and Procurement procedures and guidelines that affect the work.
  • Training or courses of specialized study in related subjects such as business administration, accounting, and law, including Uniform Commercial Code.

 

Basic Qualifications

  • Bachelor's degree in Supply Chain Management, Business, or a related field and 15 years experience; or 19+ years' experience in lieu of degree.
  • Nuclear Power project experience required
