Role Overview (may include but are not limited to):

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will be within the OT (Operational Technology) Cybersecurity Center of Excellence, providing subject matter expertise to all Bechtel projects.


The OT Cybersecurity Center of Excellence is part of Bechtel’s Cyber & Digital Solutions where we strive to “Secure the critical infrastructure of the next century to drive operational efficiencies for our customers”. As part of this team, you will be assisting projects in implementing systems for evaluating and mitigating cybersecurity risk for ICS, SCADA and other cyber physical OT systems. You will also take part in researching various technologies and methods that can be used to improve the cybersecurity posture of ICS and SCADA systems.




The selected candidate for this position will have cybersecurity responsibilities as they relate to an Industrial Control System (ICS). These responsibilities focus on performing work both in a cybersecurity laboratory environment and in a project environment with the idea of providing a highly available and secure environment that meets the government mandated cyber security requirements (e.g., Risk Management Framework) in accordance with appropriate standards, (e.g. NIST SP 800-53, 800-82, IEC/ISA 62443 etc). This position also includes supporting and implementing necessary security controls and enhancements on the control systems; preparing Engineering and project policies, plans and procedures; planning disaster and recovery; adhering to configuration management; and planning continuous monitoring strategies. In the work environment, the candidate will need to work closely with IS&T and other cybersecurity professionals to achieve a common goal.


Controls Systems

The selected candidate will also be familiar with the design process for Industrial Control Systems (ICS) and be required to perform the following duties:

·        Develop, review and coordinate documents with suppliers, other disciplines, and customers.

·        Coordinate technical issues with senior engineers. 

·        Be proficient with basic engineering deliverables such as drawings, specifications, calculations, and Distributed Control System (DCS)/Programmable Logic Controller (PLC) configurations.

·        Knowledgeable of major regulations and industry codes and standards applicable to instrumentation and Controls.

·        Properly interprets and applies codes & standards and customer design requirements in the preparation of Control Systems design products.

·        Mark up Piping & Instrument Diagrams and Logic Diagrams for control and instrumentation requirements.

·        Develop network architecture diagrams.

·        Contribute to maintaining the project’s instrument database using automated tools with knowledge of the applicability of information to be populated in the instrument database.

·        Achieve work process improvement and promotes continuous work process improvement.

·        Champion non-proprietary electronic data interchange and integrate automation technology where practical. 


Basic Requirements:

·        Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.

·        BS degree from a US accredited institution in Computer Science, Mechanical, Electrical, Chemical, Computer, Electro-Mech or relevant to engineering with 10 years of related experience; or in lieu of education 14 years of experience in Control Systems Engineering.

·        ISA Cybersecurity Expert Certification


Minimum Requirement:

·        Has control systems experience that includes hardware, software and network design and planning (topology, block diagrams, etc.)

·        Extensive knowledge of Logic Diagrams and Automation support for Plant Control Systems (DCS’s, PLC’s etc.)

·        Hands-on or extensive working knowledge with Control Systems engineering tasks, assignments, and studies

·        Knowledge of Configuration management practices and processes

·        Experience in preparation of project plans and procedures

·        Hands on Microsoft office programs, VISIO, and other computer programs

·        Willing to travel to job, customer and partner sites for meetings, assessments, and deployments

·        Extensive knowledge and application of Codes and Standards

·        Excellent communication skills - oral, written, and presentation


Preferred Requirements:

·        Experience with one or more cybersecurity program standards (IEC/ISA 62443, NIST SP 800-53, 800-82, ISO 27001, etc.)

·        Experience implementing/reviewing cyber security related policies, procedures, and plans

·        Working knowledge of deploying security controls to support security risk strategy

·        Experience working with various vendors control system software (Schneider, ABB Emerson, Honeywell, Allen Bradley, etc.)

·        Experience administering windows systems (active directory, user, policy, and log management)

·        Supporting an ICS in an operation environment

·        Professional Engineer License

·        GISCP, CISSP or Security+ security certifications
