Project Overview:

The rapid growth of AI and digitalization is fueling unprecedented demand for data centers that require large, reliable sources of energy. In response to this market trend, the Renewables & Clean Power (R&CP) team have signed an early works contract to build one of the largest gas fired power generation facilities in the U.S.

This project is of significant scale and complexity, and our team is helping the customer progress early-stage development, that would lead to the start of full EPC delivery next year.

The candidate may start in the home office in Reston, Houston or Pecos, Texas, as single status, to support preconstruction planning, ahead of project mobilization to the field when the candidate will locate on a long-term assignment to Pecos, Texas. This position is contingent upon project award.

Job Summary:

Manages and performs all activities associated with formation, tendering, award and administration of moderately complex procurement packages for the project. Performs tasks as assigned, including bidder prequalification, bidder lists preparation, bid solicitation, bid analysis, negotiation and execution of contracts, administration and close-out with accountability for work product to project milestones, quality and safety standards. 

This position is designated as part-time telework per our global telework policy and will require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership. #LI-VB1

Major Responsibilities:

  • Ensures that contract obligations are met by all parties involved.
  • Identifies potential risks in agreement terms and liaises with project teams to mitigate them.
  • Monitors commercial performance to ensure compliance with agreements.
  • Draft letters, instructions, general notices and other formal correspondence.
  • Assesses and manages simple claims related to disputes or changes.
  • Prepares documentation and support for the assessment of entitlement with regard to claims.
  • Maintains accurate records of all purchase orders.
  • Prepares regular reports on vendors' status, compliance, and financial performance.
  • Provides guidance and training to junior supply chain and project personnel.
  • Develops best practices for procurement management within the organization.
  • Provides guidance on procurement matters to delivery team and other stakeholders.
  • Leads agreement of final account, expedites receipt of all deliverables and closes out agreements in line with project procurement procedures.  

Education and Experience Requirements:

  • Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience

Required Knowledge and Skills:

  • Proficiency in negotiating terms and conditions to achieve favorable outcomes for the organization.
  • Ability to meticulously review agreements and documents for accuracy and compliance, identifying potential issues.
  • Excellent verbal and written communication skills for effectively interacting with clients, vendors, and stakeholders.
  • Knowledge of when to engage legal counsel.
  • Understanding of project management principles and practices to oversee procurement execution against project timelines.
  • Capability to identify, assess, and mitigate risks associated with procurement and project delivery.
  • Strong analytical abilities to interpret contract language, identify implications, and assess vendor performance.
  • Experience in evaluating and negotiating claims, changes and extensions.
  • Understanding of budgeting, cost control, and financial principles related to project procurement.
  • Strong organizational skills to manage project procurement and ensure documentation is thorough and accessible.
