Earned Value Compliance Chief, NS&E

The Earned Value Compliance Chief will report to the NS&E Project Controls Operations Manager and provide direction and leadership for earned value compliance activities for the NS&E global business unit in a central function role. The successful candidate will have demonstrated their skill in identifying, analyzing, and providing innovative solutions to earned value management challenges during the execution of NS&E projects.

This position provides direction and leadership for project-based earned value compliance and re-baselining activities that require a high degree of technical skill and experience.  This position will also support and promote improvement measures and the implementation of recommendations for the NS&E global business unit.

 

While this position will be based to an NS&E office and provide for part-time teleworking, extensive travel to provide direct project support and oversight will include business travel up to 70-80% of the time.

 

Job Responsibilities:

  • Serves as an earned value compliance subject matter expert within the NS&E global business unit.
  • Interprets and executes policy, objectives, and standards applicable to earned value compliance.
  • Directs earned value compliance activities. Develops, interprets, and executes policy objectives and standards applicable to earned value compliance and the monitoring of development functions.
  • Performs or directs functional surveillances of projects to ensure the technical adequacy of earned value compliance activities.
  • Maintains liaison within the NS&E global business unit to coordinate workload and staffing plans, work processes, and procedures.
  • Prepares, coordinates, and directs earned value presentations to Bechtel and client management.
  • Conducts training classes, mentors personnel, and provides program oversight for establishing EVMS best practices.
  • Conducts personnel career counseling. Interviews candidates for employment and makes recommendations for employment decisions.
  • Prepares and coordinates the development of staffing and operating plans for earned value compliance activities.
  • Reviews contract drafts for adequacy of earned value compliance requirements, and coordinates the development of all information in support of negotiations.
  • Supports proposal activities as required.
  • Directs schedule analysis/study and problem-solving activities. Develops and interprets guidelines applicable to the analysis function.
  • Directs earned value compliance activities and provides assistance and guidance for the display or presentation of earned value information.
  • Supports projects in their development of certified Earned Value Management Systems (EVMS) that are compliant with ANSI/EIA-748 guidelines and initiate the Implementation plan.
  • Supports projects in their development of Earned Value System Description documents and applicable EV project procedures.
  • Provides guidance and direction to Senior Management, Area Project Managers, Control Account Managers (CAMs), Project Controls Engineers, and other support personnel to assure that they are sufficiently knowledgeable of EVMS requirements, processes, and procedures to execute their work scope in full compliance with contractual requirements.
  • Supports the establishment and maintenance of CAM Notebook webpages, storyboards that flow chart EVMS work processes, Work Authorization Documents (WADs), and Project Authorization Documents (PAD).
  • Supports projects in their development of monthly performance reporting utilizing EVMS Format 1 through 5 reporting requirements.
  • Coordinates with all affected project organizations/functions regarding the implementation of the project recommended and agreed upon EVMS process and procedure changes.
  • Reviews and supports the ongoing updates to EVMS metrics.
  • Supports the preparation of project teams for EVMS surveillances and/or certification assessments.
  • Monitors change control and trending processes for alignment with applicable EVMS standards.
  • Monitors Project Execution Risk Management (PERM) activities, reports and risk registers for alignment with applicable EVMS standards.

 

Job Knowledge:

  • Experience and demonstrated skill in directing earned value compliance functions, including schedule development, control, and analysis.
  • Experience and demonstrated skill in establishing criteria for project planning and scheduling activities.
  • Skilled in providing direction, personnel administration, and training of technical personnel.
  • Skilled in oral and written communication, with a demonstrated ability to present earned value compliance information to management and clients.
  • Demonstrated skill in identifying, analyzing, and solving problems.
  • Proficiency in using PC operating systems and several basic software Microsoft Office applications such as Excel, Word and PowerPoint. 
  • Proficiency in using cost processor and planning and scheduling applications (Deltek COBRA, EcoSys, Oracle Primavera P6, etc.) currently in use by Bechtel.
  • Knowledge of engineering and construction management is customarily acquired over time through specialized instruction or practical experience.
  • Knowledge of current industry and technical developments.
  • Statistical knowledge of regression analysis of variance estimation and correlation, with an advanced understanding of how to apply real-world applications of statistical theory.

 

Basic Qualifications:

  • Bachelor’s (BS/BA) degree from an accredited university and 15+ years of professional experience, or in lieu of a degree, high school diploma or equivalent and 21+ years of professional experience. 
  • Must be able to complete and pass a pre-employment physical, drug screen, and background check which includes verification of employment and education.
  • Must be a U.S. Citizen per contract requirements for U.S. Government projects which will be supported.

 

Minimum Requirements:

  • Advanced knowledge of requirements and previous experience utilizing government-certified Earned Value Management System (EVMS) criteria on EPC projects.
  • Expert level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.
  • Knowledge of engineering and construction management is customarily acquired over time through specialized instruction or practical experience. 
  • Knowledgeable about current industry and technical developments.
  • Skilled in oral and written communication, with demonstrated skill in presenting earned value compliance information to management and clients.
  • Flexibility to respond to urgent requests and changing priorities.
  • Demonstrated ability to work with people of diverse backgrounds and objectives.
  • Demonstrated skill in identifying and analyzing issues and recommending corrective actions.
  • Demonstrated skill in management, supervisory, and personnel administration functions.

 

Preferred requirements:

  • Previous government-based Earned Value Management System experience on Bechtel Engineering, Procurement and Construction (EPC) projects.
  • Project Controls implementation and site leadership experience on complex Bechtel projects.
  • Demonstrated skill in formulating and presenting new concepts for GBU and corporate policy.
