Position Summary
Bechtel is a global provider of engineering, construction, and project management services with a reputation for excellence and innovative project delivery. As an ES&H Manager with Bechtel you will be a key member of the leadership team, be dedicated to all aspects of Environmental, Safety and Health (including medical and industrial hygiene), processes, procedures, systems, methods, and policies critical to the success of Environmental, Safety and Health on multiple projects. The ES&H Manager will have overall responsibility for project execution, they must ensure the projects and business line adheres to contract requirements, standards of quality, and to customer and Bechtel Environmental, Safety and Health performance expectations.
The position entails traveling to various projects on a regular basis. The position will initially be supporting projects (from the Functional Level) within Northeast Corridor (NEC) and will then mobilize to site.
Responsibilities
- Empowers and leads regional personnel to work to their maximum capability and efficiency to ensure the success of Environmental, Safety and Health across the business line
- Lead meetings, as necessary, with customers, project team members, and contractors/subcontractors to communicate project-specific Environmental, Safety and Health mitigation plans, training programs, and complex technical reports
- Works with project and/or business line management on bid decisions, proposals, and estimates (scope, constraints, schedules, budgets) with respect to integration and compliance with Environmental, Safety and Health requirements
- Ensures environmental compliance inspections of multiple projects’ construction activities are conducted to monitor compliance with environmental requirements including contractual commitments, permits, and Environmental Management Plans
- Executes other Environmental, Safety and Health duties as assigned by Public Infrastructure Regional Manager of ES&H and GBU Manager of ES&H
- Manages the safety program in the assigned GBU by establishing short- and long-term strategies as well as goals and objectives
- Ensures that applicable corporate, GBU and project-specific safety requirements are integrated into project planning, design, and execution and that projects within the GBU are designed and constructed in compliance with applicable internal and external requirements
- Provides safety/health technical support and assistance to projects and coordinates safety/health requirements with M&BD managers, project managers, construction/site managers, (sub)contracts managers, project engineers, ES&H managers, and other project personnel as required
- Assigns work responsibilities and duties to safety staff assigned in the GBU and provides technical support and direction on work products (e.g., Project ES&H Plan and site-specific medical and evacuation plans).
- Participates in meetings with customers, functional managers, and contractors/subcontractors to advise them of developing safety/health issues which will impact their activities.
- Reviews functional group policies and procedures and makes recommendations for revising/developing procedures and processes as required
- Perform hazard analysis/risk assessment, develop and implement hazard work controls, and oversee compliance in the field
- Perform safety walkdowns and provide general construction safety oversight of work execution
- Conduct regular safety inspections of project construction activities to support efforts from direct reports and verify compliance with all safety requirements including contractual commitments, permits, the project’s S&H plan, and other applicable safety plans
- Participate in meetings, as required, with customers, project team members, and contractors/subcontractors to advise them of specialized safety and health requirements that may affect project design, construction schedule, and cost
- Assist in drafting of safety and health (S&H) plans, project specific safety procedures, project specific implementation plans (e.g., evacuation plans, safety training plans and programs, People Based Safety), and technical reports
- Assist in all ES&H related aspects required for the implementation of the Traffic management plans
- Participates in safety personnel recruitment, training, and development
- Conducts performance evaluations of safety personnel in coordination with the GBU ES&H Manager and the corporate Manager of Safety Services and reviews performance evaluations administered by subordinates
- Works with the GBU ES&H Manager and corporate Manager of Safety Services and Legal on addressing and resolving pending agency non-compliances, notices of violations, potential fines and other enforcement actions
Qualifications and Skills
Basic Qualifications
- A Master of Science degree (or equivalent) in occupational safety, health, or a science-related discipline from an accredited university or college and 10 or more years of relevant experience; or a Bachelor of Science degree (or equivalent) in occupational safety, health, or a science-related discipline from an accredited university or college and 12 or more years of relevant experience; or an Associate's degree (or equivalent) in occupational safety, health, or a science-related field and 14 or more years of relevant experience; or 16 or more years of relevant safety or health experience
- At least (10) years of experience in the oversight of the safety and security of large, complex rail, or infrastructure projects including risk management and analysis
Additional Qualifications
- Knowledge and experience in rail or tunneling projects
- Ability to research and comprehend organizational and regulatory requirements
- Excellent oral and written communication skills
- Computer skills for preparing presentations, data management, and report preparation
- Demonstrated interest, training, and experience in applied sciences
- Specialized technical skills and knowledge related to an applicable safety or health discipline
- Broad technical knowledge, science skills, and technical writing abilities
- Knowledge and experience with ISO 45001 Management System standards and certified as an ISO 45001 internal auditor
- Industry certification through an organization accredited for credentialing ES&H practitioners (e.g., CSP, CRSP, CMIOSH, etc.)
- Rail safety training and/or certifications
