Bechtel is a US-based engineering and construction company with a global presence.  Bechtel specializes in large and complicated infrastructure projects including passenger rail, airports, roads and bridges, telecommunications and core infrastructure to support the growth of the digital economy, such as data centers, electric vehicle charging infrastructure and advance material manufacturing facilities.   


Position Summary:

You would be a Development Manager in the Infrastructure Team.  This is an opportunity to be an important member of an agile and fast-growing team that is leading a strategic and high growth business.  We are looking for a talented and energetic individual to support various infrastructure development opportunities, including transportation, communications, data centers, and smart/digital infrastructure opportunities domestically and internationally. 


In this role, you will manage the activities required to develop infrastructure projects across a number of sectors.  This will include identifying new prospects (greenfield sites and acquisition targets) and advancing them through the development process – leading site identification and control, project permitting, offtake/tenant support and community engagement.  The position will also include supporting activities related to responding to RFPs or other public-sector solicitations typically associated with major transportation projects such as passenger rail and airports.  These procurements would likely be for P3s – public-private partnerships or development services related to the eventual implementation of the projects on a P3 basis.  The position will work closely with our internal project finance, legal, engineering, procurement, and construction teams to help us successfully get our projects into construction and operation.


Primary Responsibilities:

  • Identify new development prospects and opportunities in multiple infrastructure sectors (greenfield sites and/or acquisition targets), including conducting market assessments, fatal flaw analyses, and in-person site reconnaissance.
  • Advance development of assigned projects from early-, mid-, and/or late-stages to construction-ready status.
  • Secure site control for development prospects (e.g. negotiating leases, easements, and conducting initial site reconnaissance) and coordinate landowner interface.
  • Lead local, state, regional and/or federal permitting processes.
  • Be familiar with and be able to direct financial analysis, modeling, pricing and offtake/tenant structuring.
  • Support project bids and project financing, including reviewing commercial agreements, analyzing potential finance structure, developing partnership structures and teaming arrangement, and preparing qualifications and proposals.
  • Manage tasks according to, and with accountability for, budget and schedule.
  • Create and maintain project maps, databases, reporting tools, and tracking tools for assigned projects.
  • Represent Bechtel with partners, customers, landowners, government officials, community leaders, and other stakeholders.


Basic Qualifications:

  • Level 1: Bachelor's Degree preferably in technical/engineering or a business field and 9 years of related experience or in lieu of a degree, 15 years of professional experience. 
  • Level 2: Bechelor's Degree perferably in technical/engineering or a business field and 13 years of related experience or in lieu of a degree, 19 years of professional experience.
  • 3-5 years of experience in infrastructure development.
  • Understanding and experience in project finance.
  • Track record of successful project development.
  • Experience interfacing directly with external parties such as landowners, government officials, and consultants.
  • Experience identifying prospects and opportunities (e.g. greenfield sites and acquisitions).
  • Experience managing key development workstreams simultaneously.
  • Strong communication and interpersonal skills.
  • Strong organization, networking and time management skills.
  • Excellent written and verbal communication skills.
  • Willingness to travel as necessary.
  • The candidate will need to demonstrate a successful track record in performing the full range of business development functions in a fast-paced environment with a high degree of ambiguity.


Preferred Qualifications:

  • Experience with the development of large-scale PPP projects and/or experience with the development and successful commercialization of data center projects.
  • Foreign language skills and work experience in multiple countries a plus.


Preferred Educational Qualifications:

  • Bachelor’s degree in engineering, business, economics, or similar discipline.
  • MBA or similar post-graduate degree is preferred.
