Project Overview:

Bechtel and Westinghouse Electric Company have partnered to deliver the first AP1000 nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility.

This position is subject to U.S. Department of Energy (DOE) regulations at 10 CFR Part 810 (Part 810), which govern the transfer of hardware, materials, and technology to support the construction and operation of commercial nuclear power plants overseas.

Job Summary:

The candidate will be assigned to the Construction organization as the Constructability Project Field Engineer (PFE). The Constructability PFE will be responsible for the organization, process/procedures, and direction of an interdisciplinary team of Construction Coordinators and/or Constructability Field Engineers. The Constructability PFE reports directly to the Project Field Engineering Manager and is responsible for all constructability related tasks for the project. #LI-CL1 

Major Responsibilities:

  • Manage a team of interdisciplinary Constructability Engineers / Construction Coordinators to review designs for constructability, using analogous estimating tools, personal and collaborative project knowledge, lessons learned, etc. This includes review of project models, design drawings, one-line diagrams, schematics, specifications, special instructions, etc., and how they interrelate.
  • Act as the primary interface between both Bechtel design engineering and Westinghouse design engineering and the construction organization.
  • Develops the Constructability Engineer / Construction Coordinator organizational structure with input from the Construction Site Manager and Project Field Engineering Manager.
  • Performs or delegates all personnel evaluations for all Constructability staff.
  • Coordinate with discipline Constructability Engineers, and Project Field Engineers when available, to confirm interfaces and eliminate design conflicts.
  • Coordinate with Design Engineering to incorporate constructability review comments and suggestions.
  • Assists with procurements, to review (including MRs, POs and subcontracts), to Constructability Engineers / Construction Coordinators for constructability.
  • Assign staff to travel to vendor’s and Supplier’s facilities to support supplier quality review of fabrications prior to delivery at jobsites.
  • Provide virtual project support when required.
  • Assist team with analyzing assigned activities to determine the scope, time, and resource requirements, and provide this input to budget and schedule.
  • Assist with the site Lead Office Engineer and Office Engineer / Procedure Writer to review Bechtel core processes and procedures for compliance with Polish UDT technical regulations.
  • Generates site specific procedures as required to assure construction operations conform to engineering design and specifications and unique customer or regulatory requirements as applicable.
  • Establishes an Engineering/Field Engineering working relationship and lines of communications.
  • Manages the process for the preparation, approval and periodic receipt inspections for field procured materials.
  • Assists with overseeing the Issues Management team for Construction including the creation/closure of corrective action plans (CAPs) and Condition Reports (CRs) as applicable.

Education and Experience Requirements:

  • Requires bachelor's or master's degree (or international equivalent) and 10-13 years of relevant experience, or in lieu of a degree 14-17 years of relevant work experience

Required Knowledge and Skills:

Basic Qualifications: 

  • Must be a US citizen
  • Must be able to complete and pass a pre-employment drug screen and background check, including verification of employment and education.

Minimum Qualifications:

  • Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces. 
  • Demonstrated leadership in a team-based environment.
  • Self-starter, highly motivated, requiring little supervision, and able to work well in a team environment.
  • Good working knowledge of current design codes and standards such as IBC, SMACNA, ASME, NFPA, NEC, ACI, ASCE, and others.
  • Must be highly proficient in work process development and implementation.
  • Must be highly proficient in planning breakdown structure for and writing construction work packages to Bechtel SWPPs, IWPPs, NWPPs or other equivalent process.
  • Must be proficient in cost and schedule analysis.
  • Must be proficient in subcontract administration.
  • Must have knowledge of all phases of construction operations relating to field activities, of all engineering disciplines, and jobsite management.
  • Must have direct hire execution experience on projects of $300M or greater.

Preferred Qualifications:

  • 5 years supervisory experience.
  • Prior experience with Nuclear Power plants, DOE or DOD projects.
  • Prior U.S. Government construction experience as a Project Field Engineer or Deputy Project Field Engineer.
  • Prior Earned Value Management experience and training. Knowledge of all phases of project scoping, planning, and execution relating to the construction of multi-discipline works.
  • Experience with, or exposure to Bechtel innovations such as the X-fighters, Smart Completions, Advanced Work Packaging (AWP), and/or DEP.
