Job Summary:
We are looking for a knowledgeable and experienced Chief Licensing Manager to ensure compliance with all regulatory requirements related to nuclear operations. The ideal candidate will have a deep understanding of nuclear regulations, licensing processes, and the ability to navigate complex regulatory frameworks
This is a senior level position that will report to the Functional Manager of the Nuclear Security & Environmental (NS&E) Business Unit and play a critical role in developing and executing our licensing strategy for the Nuclear Power Business Line.
This position plays a critical role in our mission by supporting the regulatory strategy, collaborating with the engineering team, and engaging with the NRC and international agencies. Responsible for leading critical engagements, spanning from topical report submissions to licensing applications. Leading key regulatory projects, directly contributing to submissions and managing external vendors used to support our regulatory efforts.

Major Responsibilities:
- Oversee licensing work (e.g., topical report development and RAI response) performed by our licensing staff and contractors.
- Manage and oversee the nuclear licensing process, including the preparation and submission of applications and amendments to regulatory agencies.
- Ensure compliance with all federal and state regulations, including those set by the Nuclear Regulatory Commission (NRC).
- Collaborate with engineering, operations, business development and legal teams to gather necessary technical and safety information for licensing submissions.
- Serve as the primary point of contact with regulatory agencies, addressing inquiries and facilitating inspections.
- Monitor changes in regulations and industry standards and provide guidance to senior management on their implications for licensing strategy.
- Stay connected with evolving regulatory standards and frameworks, including NRC regulations (10 CFR), NUREGs, and relevant international guidelines, to anticipate their impact on projects.
- Develop and maintain licensing documentation and records to ensure accurate and timely reporting.
- Train and mentor licensing staff to enhance their knowledge and skills in regulatory compliance and licensing procedures.
- Prepare and present reports on licensing activities and compliance status to stakeholders.
- Assists in submission required reports and documentation to local, state, federal, and international agencies.
- Assists in developing responses and plans of correction to alleged violations of rules, regulations, policies, procedures, and Standards of Conduct.
- Participate in regulatory meetings, audits, and inspections, representing Bechtel’s interests to ensure smooth and timely licensing.
- Build and maintain relationships with regulators, policymakers, and external stakeholders to advocate for policy changes that enable more efficient nuclear power deployment.
Education and Experience Requirements:
- At least 15+ years’ years of experience in regulatory affairs or licensing within the nuclear industry or a relevant governmental agency (e.g., NRC).
- Bachelor’s degree in science (Physics, Chemistry, etc.) or Engineering (Nuclear, Mechanical, Electrical, or a related field).
- Must be able to pass nuclear security screening requirements and then be able to obtain and maintain unescorted clearance to a nuclear power plant.
- Deep knowledge of NRC regulations, licensing processes, and safety standards.
- Excellent communication (both verbal and written) and project management skills, with a proven track record of working effectively with engineering, legal, and regulatory teams.
Required Knowledge and Skills:
- Proven experience in nuclear licensing, regulatory compliance, or a related role, in managerial capacity.
- Experience in nuclear regulations, power plant operations, project management, construction experiences and nuclear security knowledge.
- Strong knowledge of nuclear regulations, including NRC guidelines and licensing processes.
- Proficient in the understanding of contract and patent terminology related to compliance and reporting obligations. Ability to work independently and in a team environment to meet tight deadlines.
- Ability to manage multiple projects and priorities in a fast-paced environment.
- Excellent communication and interpersonal skills, with the ability to work effectively with regulatory agencies and internal teams.
- Demonstrated experience with gathering, organizing and analyzing data with a high level of accuracy and attention to detail.
- Strong ability to interpret complex regulatory requirements and translate them into actionable tasks.
- Master’s degree in a related field.
- Experience with international regulatory bodies (e.g., ONR, CNSC, NRC) and their nuclear licensing processes.
- Experience working on small modular reactors (SMRs) or other advanced reactor technologies.
- Experience with CP application processes; experience with advanced reactor designs is a plus.
