Job Summary:

In this role, you will lead a team to assess and prioritize organizational compliance risks and implement, improve, and support ethics and compliance programs designed to heighten awareness and minimize risk. Your oversight will ensure allegations are investigated and resolved accurately, consistently, and confidentially and that senior management is informed of ethics and compliance efforts and progress. 

Major Responsibilities:

  • Manages issues relating to ethics and compliance within the organization and ensures all issues are appropriately evaluated, investigated, and resolved in a consistent manner and that confidentiality of information is maintained
  • Advises senior management and the Bechtel audit committee on matters relating to organizational ethics and compliance
  • Collaborates with global business units, area offices, project sites, and functions and directs ethics and compliance issues to the appropriate existing channels for investigation and resolution
  • Manages the implementation and ongoing effective communication program for the organization to maintain awareness of management commitment to ethical business practices and of employees’ obligations to comply with the company ethics and compliance program, including promoting use of the Ethics Helpline and heightened awareness of, and familiarity with, the Bechtel Code of Conduct and related policies
  • Manages the development of ethics and compliance training programs, including annual ethics awareness workshops, and the periodic review and update of relevant ethics and compliance policies
  • Maintains the company compliance website which: identifies Compliance Committee members who are available to provide advice and direction in various compliance areas; provides information related to the ethics and compliance program and the various compliance areas; provides ready access to the Bechtel Code of Conduct and related policies; and advises how to raise questions and concerns
  • Conducts risk management reviews and identifies potential areas of compliance vulnerability and risk and determines the degree of compliance with controls as set forth in Bechtel's policies, management instructions, and procedures
  • Serves on Bechtel's Compliance Committee and Ethics & Compliance Working Group and provides input to oversight and review of the auditing, training and compliance activities in the company's significant compliance risk areas consisting of: governmental contractor compliance, anti-boycott, environmental, safety & health, antibribery, Foreign Corrupt Practices Act, employment/human resources, political activities/lobbying, and financial accounting/record keeping
  • Serves as a member of the Senior Leadership Team of the Legal, Risk Management, Internal Audit and Ethics & Compliance Department
  • Keeps abreast of developments and best practices with ethics and legal/regulatory compliance programs for matters relevant to the organization and implements program enhancements as needed
  • Provides oversight and direction to GBU compliance officers

Education and Experience Requirements:

  • Requires bachelor's or master's degree (or international equivalent) and 20+ years of relevant experience or 25+ years of relevant work experience

Required Knowledge and Skills:

  • Deep knowledge of US laws and regulations associated with ethics and compliance, including FCPA and relevant DOJ guidance on effective compliance programs (and working knowledge of relevant international laws and regulations, such as UK Bribery Act)
  • Experience developing ethics and compliance training programs
  • Experience managing large internationally deployed teams
  • Experience in planning, staffing, budgeting, managing expense priorities, and recommending and implementing changes to methods for similar department(s)
  • Strong communication skills (both verbal and writing)
  • Gravitas to engage (and prior experience engaging) effectively with senior management, including at chief executive officer and board of directors level
  • Experience with Navex or other similar applications for managing matter information
  • Intellectual curiosity
  • Willing and able to travel as and when required
