Project Overview:

Bechtel is pursuing a significant new award of work in Egypt. The Project will cover the development of luxurious residential, commercial, and recreational spaces, tourism amenities, and economic zones. If successful, Bechtel’s contract for the delivery of this project will be for project management and construction management services.

Job Summary:

The Environmental, Safety, and Health (ES&H) Senior Manager/Manager will be responsible for supporting the effective implementation of the Client’s ES&H program across construction project sites. A strategic role reporting to the ES&H Director and providing deputy duties as required.

This role ensures compliance with ES&H standards, regulatory requirements, and contractual obligations. The ES&H Senior Manager/Manager will provide technical guidance and oversight, lead risk assessments and incident investigations, and collaborate with contractors to maintain a safe, environmentally responsible, and regulatory-compliant workplace. This position requires at least 15 years of experience in construction ES&H management, ideally within project management consulting or delivery partner environments, with a strong focus on continuous improvement and proactive hazard mitigation. Also required is middle east or overseas experience in similar roles. #LI-AR2

Major Responsibilities:

  • Reports to the Project Director
  • Provides support and guidance to ES&H Team members/ or as part of an integrated team
  • Actively participates in the behavioural based safety programmes.
  • Actively engages with Project Manager, Customer, GBU Management regarding programme development, strengths, weaknesses and opportunities for improvement.
  • Actively engages in the project ES&H Leadership programme, consisting of Walkdowns, Inspections, ES&H Touchpoints, Inspections and Subcontractor craft engagement sessions.
  • Responsible for supporting the delivery of the customers ES&H programme
  • Supports development of Safety and Health Management Plans, and procedures, and training programmes as required.
  • Provides input to Engineering, Construction, Procurement, Subcontracts, Commissioning, and other groups involving significant safety and health issues, risks, and techniques to reduce adverse impacts on complex projects.
  • Provides subject matter expertise on safety and health requirements and their integration in proposals, planning documents, evaluation of risk assessment, and ESH programme execution as part of the scope and requirements on the project.
  • Research highly complex issues and regulatory requirements, perform studies and risk assessments, and prepare documentation and reports as required.
  • Provides direction and expertise for safety studies, risk assessments, and program reviews and audits.
  • Advice on emergency preparedness and perform significant incident investigations.
  • Interfaces and communicates with internal and external stakeholders, providing expert assistance in issue resolution.
  • Support Global Business Unit (GBU) Audits assessments including BESH and external compliance audits within the organisations ISO45001 ISO14001 compliance programme.
  • Leads meetings and provides expert guidance with customers, team members, subcontractors, and other stakeholders as part of the Safety Leadership programme.
  • Conducts ESH inspections and monitoring to evaluate performance, controls and corrective actions, and compliance with contract, regulatory, project, and customers’ requirements.
  • Analyzes data and prepares data summaries, performance reports, technical reports, and presentations as required to support customers’ ES&H Programme.
  • Advises on communications and training materials using diverse methods and media.
  • Provides support for Health professionals where qualified as a Mental Health First Aider or Health and Wellbeing Champion.
  • Establishes operational objectives and work plans, and delegates assignments to Subordinates.

Education and Experience Requirements:

  •  Requires a Bachelor’s degree (or international equivalent) related to environmental, safety, health or science-related discipline and 10-14 years of relevant experience or 14-17 years of relevant work experience
  •  Certified ES&H Manager to NEBOSH standards ideally holding CMIOSH (Chartered Membership).

Required Knowledge and Skills:

  • Lead Auditor Certification recommended
  • Working knowledge of ISO45001/14001
  • Team Leader, strategic thinker and one who is organised and has experience in managing teams 
  • Good knowledge of Behaviour and psychological safety processes and experience developing, implementing such programmes with diverse cultures
  • Good communication skills, written, oral, experience in MS Office programs.
  • Good awareness and experience of working within dynamic and diverse teams and exposure to the front end, early work, construction execution processes.
  • Candidates will be required to be self-starters and highly motivated to work alongside our customers and their subcontractors.
