Project Overview:
Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.
Job Summary:
In this role, you will coordinate development and author project reporting including cross-functional input, compiling information received, status input, incorporating into reporting deliverables, and reviewing for quality. You will assist in basic cost control, schedule development, maintenance, monitoring, and programs. Your attention to detail and support will be key to project success.
Major Responsibilities:
- Work on following up and monitoring the performance of capital and operational contracts and preparing periodic reports related to the planning portfolio for initiatives and projects.
- Prepare the schedule for new projects and determine the targets of the indicators associated with them.
- Prepare periodic follow-up reports for the implementation of the approved contract award plan.
- Prepare periodic QRM performance follow-up reports
- Contribute to the development of methods and guidelines for monitoring and managing the performance and standards of the Royal Commission.
- Provide support for departmental initiatives and develop key performance indicators and objectives in coordination with the Performance Management Department at the Head Office.
- Monitor and report on key performance indicators.
- Help to conduct research on policies, systems and procedures related to presenting proposals for developing key performance indicators, and express opinions and implement changes to ensure the continued development of the institution.
- Develop key performance indicators in line with best practices and ensure that they are specific, measurable, achievable, realistic based on a specific timetable to achieve the objectives of the Royal Commission's interests.
- Divide plans into elements that shall apply to all departments of the Royal Commission and develop indicators to measure their success.
- Prepare reports on exceeding approved objectives, obtain information from various departments about the reasons for exceeding them and propose appropriate solutions.
- Review key performance indicators in effect on a periodic basis to assess their continuity.
- Contact various departments to learn their opinions on the proposed performance indicators and modify them accordingly.
- Perform any other tasks assigned by the supervisor /manager.
Education and Experience Requirements:
- University Degree in Engineering, Project Management or any related discipline.
- 0 to 2 years of relevant work experience.
- Excellent oral & written communication skills.
- Ability to work within a culturally diverse organization, recognizing and respecting differences.
Required Knowledge and Skills:
- Knowledge related to the performance of capital and operational contracts.
- Good in MS office applications especially excel, word and outlook.
- Knowledge of preparing reports using MS office applications. Candidate should possess excellent organizational and interpersonal skills with an ability to work closely with peers, external customers, and client counterparts.
- Must be capable of working under pressure, meeting milestones and making sound decisions with minimum supervision.
