Project Overview:

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more. 

Job Summary:

Work Location: Ras Al-Khair. The work location for this position is at Ras Al-Khair which is located about 100 KMS north of Jubail Industrial City. You will be required to commute Jubail – Ras Al-Khair - Jubail daily using the available transportation facility /shuttle bus service. The accommodation will be provided at Jubail Industrial City. Free breakfast and lunch are currently provided for Ras-Al-Khair assignees during workdays.

The candidate should be prepared to travel to various construction sites in Ras Al-Khair to perform work related tasks.

Major Responsibilities:

  • Administers document and record control operations, policies, and procedures for the secure management and access of Royal Commission information assets.
  • Maintains and enforces security protocols for the access, storage, backup, maintenance, reproduction, protection, and disposition of all documents.
  • Evaluates media formats and follows storage requirements to protect and secure records/information. Analyzes access and control procedures to comply with requirements for varying levels of security classifications specified by the governing authority.
  • Performs auditing, monitoring, and change control systems.
  • Data Archiving, Data Control, Data Management, Records Management and Management Reporting. 
  • Calculate workload and plan the team’s work; be able to provide a structured plan for any Document Control task or project (scope, resources & planning).
  • Understand the steps required and methodology to implement or re-revamp a Document Control System.
  • Study existing correspondence, document management systems Eversuite & Oracle Unifier and document life cycle as part of the Gap Analysis Report Deliverable.
  • Identifying the gaps in processes and procedures relevant to the Document Control section in line with the Royal Commission United Management Procedures (UMP) guideline for Ras Al-Khair (RIC) Projects.
  • Prepare and deliver training on basic Document Control concepts and practices as part of the knowledge transfer deliverables.
  • Understand and manage the Document Control’s interfaces (managers, contractors, Architect Engineer, engineers, IT, Third Party etc.).

Digital Design Delivery

  • Adoption of digital Twin design (BIM) workflows leveraging the work we shall be doing in near future.  
  • Evolve to a data-centric approach, taking advantage of digital twins and Bentley’s infrastructure plans especially coordinate teams, data, and workflows in one place with ProjectWise.
  • Keep track of project plans, blueprints, vendor contracts, drawings, and data backup and security — need construction software to enforce consistency and makes documents easy to share.

Engineering & construction software features are most important to Lead Information Management Specialist to coordinate Royal Commission’s move towards a Common Data Environment (CDE) to standardize, simplify and scale up Royal Commission managed projects. A good CDE should be BIM-ready to ensure consistency, quality and compliance.

Education and Experience Requirements:

  • Bachelor degree in Computer Science, Business or any other related discipline.
  • 8 to 10 years of relevant work experience, with at least 3 years in document controls lead capacity in Construction or Engineering companies.
  • Extensive knowledge and experience in document control from the project initiation to close out phases, utilizing computer-based systems (Oracle Unifier/BIM/GIS/EDMS), within the framework of an integrated project services function for the effective management of a wide range of concurrent projects.
  • Knowledgeable of document control work processes and utilization of electronic systems for document management, as well as corporate procedures related to document management.
  • Must possess a thorough knowledge of database concepts, project-related software, and the ability to train others in its use.
  • Ability to perform in a lead capacity, excellent written and oral communication skills, and a thorough knowledge of industry practices and company policies and procedures are required.
  • Ability to work within a culturally diverse organization.

Required Knowledge and Skills:

  • Knowledge of Geographic Information Systems (GIS) & Building Information Modeling (BIM).
  • Strong understanding of the BIM processes.
  • Knowledge in ISO 9001 & Implementation at work.
  • Knowledge in QA & QC while handling documents.
  • Knowledge in Preparing KPI reports.
  • Knowledge of Redline markup drawings & as-built drawings.
  • Performed QA/QC checks of the information entered in DC database and audits of files.
  • Experience working in the Middle East would be advantageous.
  • Good leadership and mentoring skills.
  • Ability to work to deadlines and under pressure.
