Position Summary:

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more. 

 

Work Location: Ras-Al-Khair

The work location for this position is at Ras-Al-Khair which is located about 100 KMS north of Jubail Industrial City. You will be required to commute Jubail - Ras-Al-Khair - Jubail daily using the available transportation facility /shuttle bus service. The accommodation will be provided at Jubail Industrial City. Free breakfast and lunch is currently provided for Ras-Al-Khair assignees during workdays.

          

Major Responsibilities:

This position is seconded to the Royal Commission Investment Development Department, Ras Al Khair.

 

  • Responsible for Industry Coordination to all existing Primary & Secondary Industries in operation and under construction including all new Industries that have executed the Industrial Land Lease Contract in Ras Al Khair Industrial City to ensure successful operation and construction of their facilities up to commissioning and full sustained commercial operation.
  • Assist in the Review of optimal product and service portfolio for the city to maximize synergies and promote clustering. Assist in preparing and assessing opportunities in the city for petrochemical / energy intensive industries to promote and build out the cluster programs. Assist in conducting economic and technical analysis of potential cluster opportunities, reports on findings, and meets with the department in order to obtain the needed feedback.
  • Assist in processing and issue of approvals for Encroachment Permits for various scope of Works submitted by Primary Industries, Secondary Industries, and other stakeholders in Jubail/Ras Al Khair Industrial Cities including Saudi Aramco, SABIC, Saudi Electricity Company (SEC), Saudi Railway Co. (SAR), Saudi Telecom Company (STC), Saline Water Conversion Corp. (SWCC) and Marafiq. 
  • Meet with the operational industries in a regular basis to determine their needs and requirements from the Royal Commission and coordinate with them about new procedure and update. Coordinate with the utility provider and other organization in the city such as: SEC, Marafiq, STC, Saudi Aramco, Saudi Arabian Railway, Ma’aden, the Saudi Seaport Authority (SEAPA), etc.
  • Performs day-to-day coordination with the aforesaid industries and stakeholders in relation to their project expansion requirements, safety and environmental issues, permits requirements. 
  • Review Industrial Land Lease Contracts between RC and Primary/Secondary Industries for RC Management approval.
  • Evaluate and review availability of temporary industrial land for assigning to the industries for their construction projects.
  • Collect information from the operational and under construction industries and build database that includes, capital investments, nature of the projects, products, feedstocks and number of employees, etc.

 

Skills and Qualifications: 

Essential Technical: 

  • University/College graduate with degree in an engineering discipline preferably in Chemical, Industrial, Mechanical, or related.
  • Minimum relevant experience between 2 to 5 years within a major industrial complex or operations experience within a petrochemical industrial plant.
  •  Knowledge of discipline engineering techniques and the design and operation of engineered systems.

 

Essential Behavioural:

  • Fluent in Arabic and English language (speaking, reading & writing)
  • Proven team player across multiple departments and other internal and external project stakeholders.
  • Demonstrates making well thought out, timely decisions and prioritization that lead to successful outcomes. Includes the right people at the right time.

 

Preferred Technical:

  • Experience within a major industrial complex. 
  • Understanding of industry or regulatory codes and standards and design criteria pertinent to the particular engineering discipline.
  • Familiar with commercial and economic issues related to major industrial developments
  • Takes responsibility for optimizing coordination between departments and resolving technical issues.
  • Proven ability to interface with and coordinate a variety of industrial operating companies across petrochemical and minerals industries.
