Project Overview:
Bechtel is pursuing a significant new award of work in Egypt. The Project will cover the development of luxurious residential, commercial, and recreational spaces, tourism amenities, and economic zones. If successful, Bechtel’s contract for the delivery of this project will be for project management and construction management services.
Job Summary:
In this role, you will lead a team to align quality culture and programs with business strategy to improve project performance. You will manage Quality Management System certification and assessment and oversee the review and evaluation of project quality and execution plans. Your leadership will elevate organizational competencies and drive quality culture, standards, core programs, and processes.
Major Responsibilities:
- Directs project quality activities, coordinating with engineering, procurement, construction, operations, and other stakeholders.
- Reviews Scope of Services and develops project procedures and the Quality Management Plan (QMP); maintains and implements the QMP.
- Develops and implements the Quality Audit & Surveillance Schedule based on performance/risk; conducts audits and ensures closure of findings.
- Uses DevonWay or similar systems for Closed Loop Corrective Action (CLCA), processing Condition Reports and audit recommendations.
- Documents audit results and advises the Project Management Team on additional controls.
- Supports People Based Quality (PBQ) execution and QMS awareness sessions.
- Monitors KPIs, maintains quality records, and performs Gap Analyses.
- Interfaces with consultants, designers, and contractors regarding audits and quality concerns; prequalifies contractors/vendors/designers and evaluates QMS implementation.
- Reviews submittals including manuals, procedures, Quality Plans, ITPs, personnel, test reports, prequalification records, and audit schedules.
- Incorporates quality system requirements into contracts, work orders, and scope; verifies Best Practices (BPs) and Lessons Learned (LLs) implementation.
- Leads/facilitates Project RCA to identify, implement, and verify corrective measures.
- Trends NCRs, RFIs, FCDs, and Punchlists; coordinates client audits and maintains liaison for quality activities.
- Manages test reports, certificates, as-built/record drawings, O&M manuals, and warranties; ensures delivery to client.
- Oversees testing and commissioning, including program prep, stakeholder requirements, personnel, and reporting.
- Monitors quality observations, issues NCRs, and follows up until closure.
- Reviews project schedules for quality-related activities and facilitates project metrics selection.
- Provides recommendations to correct quality deficiencies and assigns/directs quality personnel.
- Implements project Quality Core Processes: PBQ, Lessons Learned, CLCA, assessments, continuous improvement, and recognition programs.
- Collects, evaluates, and documents new BPs and LLs into DevonWay and EDMS, as applicable.
Education and Experience Requirements:
- Typically requires bachelor’s degree in engineering, science, project/quality management, business management (or international equivalent) and 10-13 years of relevant experience, or 14-17 years of relevant work experience. Master’s degree is an advantage.
- Experience in overseeing design, development, and implementation with leadership experience in a Project Management Consultant (PMC), Infrastructure, or related industry encompassing engineering, procurement, and construction activities.
- Membership of an appropriate professional body is advantageous.
Required Knowledge and Skills:
- ISO 9001:2015 Certified Lead Auditor (IRCA approved) - required.
- Applicable certification in Quality (e.g., Six Sigma Green/Black Belt, Lean, Certified Quality Manager - advantage).
- Demonstrated experience with design controls, design verification and validation, process controls, construction/start-up activities, and risk management.
- Experience working in a team-oriented, collaborative environment, maintaining strong interpersonal and communication skills to motivate large employee groups; led diverse multifunctional teams to achieve agreed goals.
- Good knowledge of Project Quality Management Systems and ISO 9001 certification at an enterprise level.
- Strong analytical skills with practical knowledge of identifying key performance quality metrics, setting targets, and identifying areas for improvement.
- Proven data analysis, data verification, and problem-solving abilities; experienced with statistical reporting and analysis. Ability to apply data-driven decisions for sound business insights.
- Ability to interact effectively at all organizational levels (executives, managers, SMEs, peers, support staff).
- Ability to develop and lead process implementation and improvement in a team environment. Understanding of product quality improvement using tools such as Six Sigma, Lean methodologies, etc.
- Proficiency in oral and written English
