Project Overview:

Bechtel is pursuing a significant new award of work in Egypt. The Project will cover the development of luxurious residential, commercial, and recreational spaces, tourism amenities, and economic zones. If successful, Bechtel’s contract for the delivery of this project will be for project management and construction management services.  This position is contingent upon project award, client approval and staffing plan changes.

Job Summary:

In this role, you will lead a team to align the quality culture and programs with business strategy to improve project performance. You will manage the Quality Management System and assessments and oversee the review and evaluation of project quality and execution plans. Your leadership will elevate organizational competencies and drive the quality culture, standards, core programs, and processes.

You will develop and maintain the Project Quality Management Plan (QMP) and assess the contractor’s implementation of quality requirements. Implement best practices to prevent defects, drive continual improvement initiatives, manage engagement with project stakeholders, facilitate risk management for the project, and conduct root cause analyses. Prepare and execute the Project Audit Plan and arrange awareness sessions for the PMC on Project QMP.

Major Responsibilities:

  • Directs and coordinates project quality activities with engineering, procurement, construction, commissioning, and other stakeholders to ensure alignment with contractual and business requirements.
  • Develops, implements, and maintains the Project Quality Management Plan (QMP), procedures, and quality system; ensures integration into project execution plans and contracts.
  • Plans and manages project quality staffing, budgets, and training programs; oversees talent acquisition, performance appraisals, and development in coordination with the GBU.
  • Manages project audits, assessments, and management reviews to verify the effectiveness of the QMS and drive continuous improvement.
  • Oversees implementation of Quality Core Processes including People-Based Quality (PBQ), Lessons Learned (LL), Closed Loop Corrective Action (CLCA), and continuous improvement programs.
  • Interfaces with clients, consultants, and contractors to align expectations, address quality concerns, and ensure effective implementation of QMS requirements.
  • Reviews and approves quality submittals (manuals, procedures, Quality Plans, ITPs, personnel qualifications, and test reports) and monitors quality observations, NCRs, and corrective actions until closure.
  • Leads root cause analyses, identifies corrective measures, and tracks trends in NCRs, RFIs, FCDs, and Punch Lists to enhance performance.
  • Monitors project KPIs, maintains quality records, performs gap analyses, and reports progress to management and clients.
  • Oversees testing and commissioning quality requirements, documentation handover (test reports, certificates, as-builts, O&M manuals, and warranties), and ensures delivery to the client.
  • Presents quality strategies and performance to senior management and clients, promoting quality culture and recognition of achievements.
  • Collects, evaluates, and documents new Best Practices (BPs) and Lessons Learned (LLs) into DevonWay (DW) and EDMS, as applicable.
  • Reports weekly and monthly progress on quality performance and activities to the Program Director.

Education and Experience Requirements:

Requires bachelor's or master's degree (or international equivalent) in Engineering and 15+ years of relevant experience or 19+ years of relevant work experience.

Required Knowledge and Skills:

  • Experience in overseeing design, development, and implementation with leadership experience in a Project Management Consultant (PMC), Infrastructure, or related industry encompassing engineering, procurement, and construction activities.
  • Membership of an appropriate professional body is advantageous.
  • ISO 9001:2015 Certified Lead Auditor (IRCA approved) – required.
  • Applicable certification in Quality (e.g., Six Sigma Green/Black Belt, Lean, Certified Quality Manager – advantage).
  • Demonstrated experience with design controls, design verification and validation, process controls, construction/start-up activities, and risk management.
  • Experience working in a team-oriented, collaborative environment, maintaining strong interpersonal and communication skills to motivate large employee groups; led diverse multifunctional teams to achieve agreed goals.
  • Good knowledge of Project Quality Management Systems and ISO 9001 certification at an enterprise level.
  • Strong analytical skills with practical knowledge of identifying key performance quality metrics, setting targets, and identifying areas for improvement.
  • Proven data analysis, data verification, and problem-solving abilities; experienced with statistical reporting and analysis. Ability to apply data-driven decisions for sound business insights.
  • Ability to interact effectively at all organizational levels (executives, managers, SMEs, peers, support staff).
  • Ability to develop and lead process implementation and improvement in a team environment. Understanding product quality improvement using tools such as Six Sigma, Lean methodologies, etc.
  • Proficiency in oral and written English.
