Project Background

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the operations and munition destruction phase as of September 2016.  


Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.


Role Overview
The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for a Sr. Cybersecurity System Administrator at the Pueblo, CO location. This position will report to the Cybersecurity Manager at the PCAPP project. This position will support the efforts of information technology within a discipline, including infrastructure operations and will include specific cybersecurity oriented activities. Performs moderately complex assignments that require initiative and independent judgment in the selection and use of established principles and procedures. Performs a range of work activities in a wide variety of contexts to support infrastructure and operating system operations within complex Integrated Control Systems (ICS).  As part of normal job duties, employee may be required to be in an on-call status to be able to promptly respond to and address user/customer needs.


Job Dimensions:


A. Supervision Received

  • Receives technical and administrative supervision from the PCAPP Information Systems Security Manager (ISSM).Works under general direction within a clearly defined accountability framework.

B. Supervision Exercised

  • None. May provide technical direction as appropriate to associate team members within a discipline.
  • May provide advice and guidance to less experienced colleagues and undertake elements of leadership within Project IS&T.

C. Contacts

  • Makes frequent contact with Bechtel and/or project end users, subcontractors and customers to aid in requirements development, and resolve problems and issues relating to information technology.
  • May contact other personnel in IS&T, other Bechtel functions and/or projects, and selected users to gather or provide information on specialized information technology related activities.
  • May liaise with vendors and equipment providers as necessary to support project.


This is a long-term assignment with a 4-10s schedule. The work hours are from 6:30am – 5:00pm Monday – Thursday (or Tuesday – Friday).  With approval from the IS&T Manger, additional schedule options are available. This position may require additional overtime hours as deemed necessary.


Principle responsibilities include, but are not limited to:

  • Takes direction & works under the supervision of the PCAPP cyber security manager
  • Responds to customers’ needs, questions and concerns in an accurate, effective and timely manner and expedites corrective actions
  • Performs specific tasks while utilizing established information technology standards and methods
  • Works closely with the IS&T Service Center and Industrial Control System team to maintain the overall security of assigned systems.
  • Assists in preparing operating procedures and guidelines for infrastructure equipment based upon operational experience
  • Assures that all work processes are properly tracked to support cybersecurity program
  • Applies computing environment specific cybersecurity program requirements to identify areas of weakness
  • Applies appropriate security controls and assesses the performance of those controls as identified by supervision
  • Conducts tests of cybersecurity safeguards in accordance with established test plans and procedures
  • Participates in the computer incident response team efforts and investigates cybersecurity related incidents as directed by the ISSM.
  • Collaborates with cybersecurity peers on project to identify, define and confirm key threats to information systems and other assets.
  • Implements and monitors cybersecurity safeguards for system(s) under purview in accordance with implementation plans and standard operating procedures
  • Analyzes patterns of non-compliance and proposes appropriate administrative or programmatic actions to minimize security risks and insider threats
  • Performs system audits to assess security related factors within the systems under purview
  • Performs Security Test and Evaluations to support system authorizations
  • Develops and maintains cybersecurity documentation necessary to support authorization status of the system(s) under purview.


Job Knowledge:

  • Basic knowledge of network infrastructure systems architecture concepts, configurations and standards
  • Intermediate knowledge of corporate, industry and professional standards
  • Intermediate knowledge of project management concepts and tools
  • Ability to handle interactions with project customers and stakeholders in an accurate, effective and timely manner.
  • Ability to articulate ideas and write clear and concise reports.
  • Communication and interpersonal skills that enables both independent and/or team approach to assigned technical work tasks.
  • Work as part of a collaborative team and can perform independently when required to get the job completed.
  • Capable of executing work when under strict time constraints.


Basic Qualifications:

  • BS/BA degree in Computer Science or Information Technology from an accredited college or university and Three (3) years of progressive related experience in information security
  • In lieu of a degree, 9 years of relevant work experience is required
  • Must be a US Citizen (dual citizenship is subject to projects approval)
  • Must be able to obtain and maintain any security access to the Depot and clearances required for this position according to Army Regulation 50-6 (Chemical Surety) *


Minimum Qualifications:

  • CompTIA Security+ or capability to meet DODI 8570.01-M IAT II or IAM Level II certification (must be obtained within 6 months of employment)
  • Familiarity with the following:

◦ Technical Knowledge of RMF NIST SP 800-37 Rev. 1

◦ Technical Knowledge of NIST SP 800-82 Rev 1 and 2 (DRAFT)

◦ Technical Knowledge of NIST SP 800-53 Rev. 4

◦ Other NIST 800 series guidance as it relates to supporting an RMF program

◦ Strong documentation skills using project provided templates

◦ Ability to collaborate and maintain solid working relationships with peers internal and external to the project and the BSII organization


Preferred Qualifications:

  • MCSE
  • CompTIA Security+ CE *
  • GSEC *
  • SSCP *
  • 3 years of experience in Assessment and Authorization (A&A) and/or Certification and Accreditation (C&A) processes using the NIST SP 800-37 (RMF) or DOD DIACAP (or equivalent US government) methodologies


This project is subject to the Army Regulations (AR50-6 Chemical Surety) which governs persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated. Eligibility to be placed in a CPRP or UAP position requires US citizenship.
