Project Overview:
The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the operations and munition destruction phase as of September 2016.
Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.
Job Summary:
In this role, you will integrate safety and health requirements into complex project planning, design, and operations to reduce the potential for adverse impacts. You will perform risk assessments, provide input on bid decisions, lead meetings and communications, and track and monitor performance trends. Your recommendations will contribute to enhanced quality of safety procedures and work processes. #LI-EH1
Major Responsibilities:
• Facilitates execution of the safety component of an ESH Program inclusive of technical and administrative aspects.
• Drafts comprehensive ES&H plans, project specific risk reduction plans, safety awareness training programs, and technical reports.
• Provides recommendations and input for revising safety procedures, work processes, and other quality improvement measures.
• Interprets and integrates safety and health requirements in proposals, planning documents, risk assessment, and ESH program execution.
• Research moderately complex issues and regulatory requirements, perform studies and risk assessments, and prepares documentation and reports.
• Provides support and guidance for safety studies, risk assessments, and program reviews and audits.
• Help establish emergency preparedness and perform incident investigations.
• Interfaces and communicates with stakeholders and helps resolve their concerns.
• Participates in, or leads, meetings with customers, team members, subcontractors, and other stakeholders.
• Conducts ESH inspections and monitoring to identify hazards and risks, evaluate controls and corrective actions, and assess compliance with contract, regulatory, project, and Bechtel requirements.
• Hold pre-demolition planning meetings with subcontractors to review site safety programs and job hazard analysis for their scope of work and review risk mitigation plans.
• Review incident data and metrics to identify trends and recommend corrective action to address these areas.
• Provide risk assessment of demolition locations to evaluate safety hazards and offer remedial action.
• Provides safety technical support and assistance to projects and coordinates safety requirements and formulation of risk reduction measures with project-assigned safety personnel, engineering, construction and onsite ES&H representatives during demolition.
• Participates in meetings with customers, project team members, and contractors/subcontractors to advise them of safety requirements that may affect project demolition, schedule, and cost.
Education and Experience Requirements:
- Requires a Bachelor’s degree (or international equivalent) related to occupational safety or health and 8-10 years of relevant experience or 12-14 years of relevant work experience
Required Knowledge and Skills:
- Knowledge of OSHA General Industry and Construction Standards.
- Knowledge of safety procedures, engineering systems, principles, and methodologies.
- Knowledge of national and international safety laws/regulations and regulatory agencies’ processes and responsibilities, industry standards/practices for safety and health compliance, and best management practices for minimizing potential safety risks during project execution.
- Knowledge of engineering and construction systems, methods, and work processes.
- Knowledge of construction planning, estimating, procedures, and execution.
- Experience in managing and/or providing technical oversight of safety and/or health subcontractors or consultants.
- Experience in safety inspections/assessments during construction.
- Knowledge of hazardous materials and physical risk exposures and Personal Protective Equipment standards as well as People Based Safety processes and procedures.
