Project Background

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the operations and munition destruction phase as of September 2016.  

 

Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.

 

Role Overview
The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for a Senior I&C Design Engineer at the Pueblo, CO location. This position will report to the Design Assistant Project Engineer at the PCAPP project. Reviews and coordinates documents with suppliers, other disciplines and customers. Coordinates technical issues with Operations and Cognizant Systems Engineers. Additionally, provides assistance to Maintenance in the field. Proficient with basic engineering deliverables such as drawings, specifications, and Distributed Control System (DCS)/ Programmable Logic Controller (PLC) configurations. Proficient with the development of Human-Machine Interfaces (HMI) and the development of Control Strategies. Proficient with process control algorithms and proficient with DCS/PLC database programs. Knowledgeable of major regulations and industry codes and standards applicable to instrumentation and controls. Properly interprets and applies codes & standards and customer design requirements in the preparation of Control Systems design products.

 

This is a long-term assignment with a 4-10s schedule. The work hours are from 6:30am – 4:30pm Monday – Thursday. This position may require additional overtime hours as deemed necessary.

 

Principle responsibilities include, but are not limited to:

  • Review Piping & Instrument Diagrams, Instrument Installation details, and Logic Diagrams for control and instrumentation requirements
  • Specify field instrumentation requirements for procurement, installation, and troubleshooting
  • Contributes to maintaining the project’s instrument database using automated tools and has knowledge of the applicability of information to be populated in the instrument database
  • Establish and maintain set points and operating limits for facility controls
  • Evaluate equivalent models for field instrumentation
  • Develops material requisitions and specifications for non-standard equipment and bills of material for off-the-shelf equipment and materials.
  • Achieves work process improvement and promotes continuous work process improvement
  • Conducts document and design checking as required
  • Demonstrate leadership qualities with emphasis on continuous improvement and team building, and interpersonal communication skills.
  • Provide guidance on instrument selection to expand the skillsets of peers
  • Grade 26 may be responsible to lead a small team.

 

Basic Qualifications:

Grade 25:

  • BS degree in Mechanical, Electrical, Chemical, Computer, Nuclear, or Electro-Mech engineering from a US Accredited institution with 6 years of relevant experience
  • Must be a United States citizen
  • Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety). *

Grade 26:

  • BS degree in Mechanical, Electrical, Chemical, Computer, Nuclear, or Electro-Mech engineering from a US Accredited institution with 9 years of relevant experience
  • Must be a United States citizen
  • Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety). *

 

Minimum Qualifications:

  • Must be physically fit and able to work safely at a construction site. Must be able to work a flexible schedule and/or additional working hours during Key Project initiative time periods
  • Distributed Control System (DCS)/ Programmable Logic Controller (PLC) configurations experience along with experience integrating PLCs into a DCS system
  • Working knowledge of VISIO CADD and/or PDS 2D

 

Preferred Qualifications:

  • Programming experience in both Honeywell C300 system, OPC programming and the Rockwell RS 500
  • logic Version 18 and under.
  • ISA 84 Safety Systems design experience.
  • Experience with Agent Monitoring, Electronic Security and operations Closed-Circuit TV (CCTV) systems.
  • Basic familiarity with Engineering field experience supporting installation or troubleshooting of instrumentation
  • Working knowledge of VISIO CADD and/or PDS 2D.
  • Bechtel Certification in Engineering
  • Master’s degree in Mechanical, Electrical, Chemical, Computer, Nuclear, or Electro-Mech engineering from an US Accredited institution with 4 years of relevant experience
  • Experience working within an engineering group in an operating facility

 

This project is subject to the Army Regulations (AR50-6 Chemical Surety) which governs persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated. Eligibility to be placed in a CPRP or UAP position requires US citizenship.
