Project Background

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the operations and munition destruction phase as of September 2016.

 

Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment.  Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.

 

Role Overview

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for a Senior Cognizant Systems Engineer-Integrated Control System (ICS). The ICS will consist of the Integrated Control System (ICS), Facility Protection System (FPS), Data Acquisition and Recording (PDAR), and Programmable Logic Controllers (PLC) systems at the Pueblo, CO location. This position will report to the Assistant Project Engineer for Cognizant System Engineers at the PCAPP project.  The purpose of the Cognizant Systems Engineer (CSE) program, at PCAPP, is to ensure the continued operational readiness of the systems within its scope.  One of the primary aspects of the CSE program is the designation of CSE’s who are responsible for:

 

  • Maintaining overall knowledge and awareness of assigned systems
  • Providing systems engineering support for operations and maintenance
  • Technical support for ensuring continued system operational readiness

 

For each PCAPP system, a designated CSE will be the “System Owner”.  The responsibility of the CSE is to provide technical expertise and direction to ensure the safe, efficient, and reliable performance of plant systems and components within design and environmental requirements, applicable codes and standards, approved procedures, and PCAPP policy.  The CSE’s have the primary responsibility to achieve resolution of technical issues and provide direction utilizing Engineering Staff “discipline” expertise when required.  The ICS CSE will provide oversight and support to all the PCAPP control systems but may be assigned specific system responsibilities as determined by the CSE-APE.

 

This is a long-term assignment with a 4-10 schedule.  The core work hours are from 7:00 am – 4:30 pm Monday or Tuesday Through Thursday or Friday.  Overtime hours may be required as deemed necessary.  This position may also require employees to go on a dedicated DuPont Shift Schedule (up to 12 hours at a time, rotating day and night shifts) as needed.

 

  1. Configuration Management:
  • System design documents and supporting documents must be identified and kept current using formal change control and work control processes.
  • Technical baseline maintenance

 

       2. Operations, Maintenance Support:

  • Maintain overall cognizance of the assigned systems and be responsible for system support for operations and maintenance
  • Monitoring, tracking, and trending of the ICS systems

 

       3. Integrated Control Systems, Automation and Information Technology

  •  Providing technical support to Integrated Control Systems, Automation and Information Technology
    • Ensure Configuration Management of ICS system hardware and software are documented and maintained in accordance with the established PCAPP configuration management plans
    • Ensure PCAPP ICS systems Cyber security requirements, communications and IS&T server systems are fully integrated, documented and maintained
    • Establish and maintain ICS software revision control library
    • Developing and reviewing purchase requisitions for replacement and spare parts
      • Planning for aging and support of system
      • Life-cycle planning for system and associated hardware
      • Contingency planning for obsolescence
    • Review configuration documents and test plans that implement software requirements and validate implemented software
    • Ensure updates are implemented in the project’s instrument database after activities are completed
    • Ensure updates are implemented in the project’s control logic diagrams after activities are completed
    • Assisting Automation in planning critical, unusual, or major maintenance activities.
    • Developing Preventative Maintenance (PM’s) and job plans
    • Recommending changes in maintenance procedures based upon engineering evaluations of the trends observed
    • Assisting identifying system single points of failure
      • Reviewing/help develop recovery plans
      • Identifying/Documenting backup hardware and software for ALL automation components
    • Review system physical and cyber security challenges and provide consultation 

 

Basic Job Qualifications:

Grade 26

  • A recognized bachelor’s degree in an engineering, information technology or a related discipline, from an accredited college or university with at least 9 years of relevant work experience in relevant types system configurations such as plant operation inlarge industrial plants, utilities, process plants, or other engineering/construction firms.
  • In lieu of a degree, minimum of 15 years of relevant work experience in relevant types of process automation\ Information Technology for plant operation in large industrial plants, utilities, process plants, or other engineering/construction firms.
  • Must be a US citizen
  • Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety)

 

Grade 27

  • A recognized bachelor’s degree in an engineering, information technology or a related discipline, from an accredited college or university with at least 13 years of relevant work experience in relevant types system configurations such as plant operation inlarge industrial plants, utilities, process plants, or other engineering/construction firms.
  • In lieu of a degree, minimum of 19 years of relevant work experience in relevant types of process automation\ Information Technology for plant operation in large industrial plants, utilities, process plants, or other engineering/construction firms.
  • Must be a US citizen
  • Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety)

 

Minimum Qualifications:

  • Specialized Knowledge of Process Automation, process Control Systems and Information Technology e.g.:
    • Experience in supporting an operational process plant
    • Knowledge of typical industry instrumentation devices, their application, limitations, and preferred installation requirements
    • Knowledge of typical industrial control systems, understanding of process controllers, control system parameters, programmable logic controllers (PLC’s), and motor control variable speed drives (VSD/VFD’s)
    • Skilled in instrumentation specifications, typical instrumentation and control component sizing calculations
    • Knowledge of instrumentation and control system engineering documentation
    • Ability to read and interpret Process and Instrumentation Diagrams (P&ID’s)
    • Demonstrated knowledge of typical control system architecture
    • Knowledge of industrial control system networking, i.e. redundant communications, mesh networking
    • Knowledge of Network configuration protocols
    • Knowledge of hot-swap or fault tolerant control strategies along with redundant I/O
    • Strong troubleshooting skills
    • Knowledge of typical industrial processing and mechanical systems
    • Knowledge of Uninterruptible Power Supplies (UPS’s) and fast static switches
  • Basic facilities knowledge on how pumps/air handlers/exhaust fans/boilers/chillers/compressors operate.
  • Distributed Control System (DCS)/ Programmable Logic Controller (PLC) configurations experience along with experience integrating PLCs into a DCS system
  • Knowledge of industry, and regulatory guides, codes, and standards
  • Excellent listening, oral and written communication, planning and organizational skills
  • Experience with Microsoft Office programs and other common computer programs

 

Preferred Qualifications:

  • Familiar with Honeywell C300 system, OPC programming and the Rockwell RS 500 logic Version 18 and under
  • Systems integration experience
  • Experience with Agent Monitoring or Toxic Gas Monitoring (TGMS), Electronic Security, Fire Protection, and Closed-Circuit TV (CCTV) systems a plus
  • Familiar with NIST 800-53 requirements
  • Current Microsoft Certified Professional experience or able to become current
  • Current CompTIA Security + or able to become current
  • Prior experience on DoD Chemical Demilitarization Projects.
  • Prior experience working with government agencies, preferably the Department of Defense.
  • Familiarity with government System Engineering and Configuration Management Programs.  Preferably those used by the Department of Defense.
  • B Cert - Sr Engineer

 

This project is subject to the Army Regulations (AR50-6 Chemical Surety) which governs persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated. Eligibility to be placed in a CPRP or UAP position requires US citizenship.
