Project Overview:

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the operations and munition destruction phase as of September 2016.  

 

Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.

 

Position Summary:

Develops and monitors project work hour estimates and prepares purchasing master pro-forma documents. Participates in the planning, staffing, training and development of purchasing personnel. Additionally, participates in training of non-acquisition PCAPP personnel in preparation of material requirements. Distributes workload to assigned staff for PCAPP purchasing activities. Coordinates with project personnel for development of scope of work, and release strategies for bulks and other consumable materials. Supports and monitors the project schedule to ensure that materials and equipment are delivered to meet PCAPP requirements. Reports to PCAPP Project Procurement Manager and/or Acquisition Services Manager.

 

Responsibilities:

  • Supervises assigned personnel (or self performs) in the orderly performance and completion of project procurement commitments through the several steps of bidding, evaluation, and award, in accordance with established policies and procurement procedures.
  • Supervises assigned personnel (or self performs) in the Procurement administration functions of identified project purchases to ensure, in conjunction with other functional departments, performance of each order in accordance with the contracted terms and conditions and project requirements.
  • Conducts personnel annual reviews. Recommends to designated manager salary actions, classification changes, terminations, and transfers.
  • Indoctrinates newly assigned Purchasing personnel to the requirements and procedures of the global business unit, project, and client. Monitors personnel to ensure they receive appropriate training and development to satisfy job performance criteria and company personnel development objectives.
  • Supervises preparation and maintenance of project bidder lists, ensuring input is received from all procurement functions and other operational groups.
  • Reviews bid tabulations for accuracy, bidder recommendation, completeness, and approves selection of suppliers within delegated approval authority. Ensures all commitments made by subordinate personnel are accurately presented and have proper global business unit approval and signing authorities, as contained in the Procurement Procedures. Reviews and recommends bid selections that require higher Procurement approval authority. Executes commitments within delegated signing authority.
  • Communicates with material management and other project personnel to develop effective supply chain strategies, such as bid, evaluate and award of blanket agreements and basic order agreements.
  • Communicates with project supervision to assist, guide, and plan the processing of material requisitions for all project purchases
  • Develops project purchases operating procedures for review by designated supervisor and inclusion into the project procurement procedures.
  • Reviews prime contract between client and Bechtel and makes recommendations to designated manager, including obtaining legal, review to ensure appropriate provisions are reflected in the general, special, and pricing conditions of the master Purchasing pro-forma documents.
  • Directs negotiations and prepares proposed negotiating plan in the commitment and resolution of commercial conditions of purchases when such action is agreed as necessary by the designated manager.
  • Assures that project purchasing of equipment and materials is consistent with Bechtel Directives, Management Instructions, and Procurement Procedures.

 

Job Knowledge:

Experience, skill, or training in the function of supervising workload distribution and execution of the work, as well as personnel interviewing, selection, salary planning, classification changes, performance evaluation, career counseling when delegated, training, terminations, and transfers. Skilled in working with and communicating effectively with supervisors of other project functional groups. Proficiency and experience in the formation and administration of purchase orders through the several steps of bidder prequalification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of suppliers and buyers, back charge procedures, resolution of claims and disputes, Close-outs, and other such related steps. Proficiency in oral and written communication.

 

Qualifications and Skills:

Basic Qualifications

  • Bachelor’s degree in Business Administration, Supply and Logistics Management, or similar discipline with 9 years of experience in subcontracts, purchasing, procurement, government property, and/or related experience or in lieu of a degree, 15 years of experience in subcontracts, purchasing, procurement, government property, and/or related experience.
  • Must have the right to work and remain in the US without sponsorship.

 

Minimum Qualifications:

  • Experienced in project planning and operations, including both office and jobsite locations.
  • Working knowledge of Engineering, Construction, Quality, and Operations procedures.
  • Thorough knowledge of Federal Acquisition Regulations, and applicable Agency Supplements.
  • Thorough understanding of Governmental Contracts and the flow-down of applicable clauses and requirements.
  • Thorough understanding of Cost Accounting Standards, and determination process for applicability to the work
  • Experienced in the management or supervision of personnel, including defining tasks, making work assignments, and evaluating performance.

 

Preferred Qualifications:

  • Knowledge of BPS (Bechtel Procurement System)
  • Knows the applicable Corporate and global business unit policies and instructions, and Procurement procedures and guidelines that affect the work.

 

 

 


 

This project is subject to the Army Regulations (AR50-6 Chemical Surety) which governs persons performing work under the Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated. Eligibility to be placed in a UAP position requires US citizenship.

This PCAPP position falls under the scope of the McNamara-O’Hara Service Contract Act of 1965 (SCA). The SCA requires PCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working.
