Project Overview:

The PCAPP Project is the Phase 2 Closure - Demolition. PCAPP has completed treatment of mustard agent, completed decommissioning and decontamination and is now preparing for demolition of agent treatment facilities.The project will untilze a fixed price demolition contractor and other support contractors as needed.

Job Summary:

Assigned to a field construction organization in a supervisory position. Responsible for activities for the organization and direction of construction and related activities within assigned area of responsibility, which may be a single area, multi-area, or a multidiscipline construction project. If assigned, may be the primary client contact for all job-site activities, or may coordinate with client's resident representatives on job-site activities within assigned area of operations. Responsibilities are to ensure assigned job-site operations are in compliance with specifications, environmental requirements, completion on schedule, within budget, and to quality standards. #LI-CL1

Major Responsibilities:

  • Responsible for job-site operations, as assigned, including all onsite activities of Bechtel, subcontractors, suppliers, clients, and their representatives and others as may be assigned within area of responsibility.
  • Overall responsibility for worker safety on the project in accordance with Bechtel's established safety program.
  • Ensure the quality of work performed meets requirements. Review the project direction to identify potential changes that will improve the work. Identify construction critical items that have the potential of impacting the work schedule.
  • Responsible for the field organization to ensure the job-site organization is composed of qualified and knowledgeable personnel, and ensures effective personnel utilization.
  • Establishes, coordinates, and implements schedules, manning charts, material, and equipment requirements.
  • Monitor equipment utilization and maintenance. Monitor tool usage at site. Approve Field Materials Requisitions for tools and consumables and ensure that the crafts have the tools they require to be productive.
  • Responsible for overall supervision of all personnel in assigned area of responsibility.
  • Ensure employee reviews are conducted on all assigned personnel and counseling programs are maintained.
  • Assess needs and ensure Training and Development plans are identified for all personnel. Ensure subordinate personnel receive progressive training to enable them to assume additional responsibilities.
  • Develop craft training plan for the project.
  • Responsible for labor relations/industrial relations, as assigned, and coordinates the activities with designated manager and/or corporate Labor Relations/Industrial Relations Departments.
  • Ensure construction site cleanliness and housekeeping requirements are met.
  • Implement safety programs and ensure strict adherence to federal and state safety codes.
  • Maintain relationships with the client and their representatives, as assigned.
  • Ensure that all Bechtel, State, and Federal safety codes, requirements, and standards are being complied within assigned area of responsibility.
  • Monitor project compliance with the Environmental Permit.
  • Monitor job site work rule compliance.
  • Perform general administrative functions inherent in job-site supervisory positions.
  • Ensure corporate policies and SWPP procedures are fully implemented. Establish field procedures to be worked in conjunction with the SWPPs, as necessitated by conditions at a job-site. 

Education and Experience Requirements:

  • Bachelor's Degree in a related field such as Labor Relations or Construction and 9 years of related experience, or in lieu of degree, 15 years of progressive, related experience, which includes, but is not limited to, Labor Relations, Construction Supervision, Construction Site Management, operations management, and Contracts Management.

Required Knowledge and Skills:

  • Strong communication skills, both verbally and written.
  • Previous experience performing labor relations and construction management functions on a construction project.
  • Must be able to effectively deal with abstract and ambiguous situations in a positive manner.
  • Requires the ability to receive direction from multiple sources and effectively establish priorities.
  • Knowledge of domestic labor and EEO laws as they pertain to manual construction workers.
  • Knowledge of organizational structure and work practices of labor unions.
  • Computer literate in word processing, spreadsheet, and technical database applications.
