Project Overview


The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the operations and munition destruction phase as of September 2016.  


Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.


Position Summary

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for an IS&T Operations Supervisor at the Pueblo, CO location. This position will report to the IS&T Manager at the PCAPP project. Position is responsible for ensuring managed and stable operations of PCAPP’s three infrastructure domains: business network, laboratory network, plant networks (main plant and static detonation chambers - SDCs) and Service Center.


This is a long-term assignment with a 4-10s schedule. The work hours are from 6:30am – 5:00pm Monday – Thursday. This position requires on-call availability after hours and overtime when necessary.




  • Design, operational, and managerial authority for PCAPP’s business information system and laboratory information system infrastructures. Provides subject matter expertise to Engineering in support of PCAPP’s plant control systems and static detonation chambers (SDCs). 
  • Responsible for the overall direction and performance of the PCAPP IS&T Service Center with the assistance of the Service Center lead
  • Manages performance and commitments, including performance evaluations and discussions for employees (direct reports) under purview. Actively participates in employee development of staff
  • Performs project management duties for systems and resources under purview
  • Establishes and maintains operational baselines and metrics for systems under purview
  • Responsible for highly complex technical computer and/or security hardware, software, and access control projects involving research and/or design support for the operating plant, SDCs, laboratory, and other functions as needed by the project
  • Provides requirements, specifications, and detailed schematics for IS&T infrastructure architecture. Provides specific detailed information for hardware and software selection, implementation techniques, and tools to meet business needs, including present and future capacity requirements
  • Serves as subject matter expert to project for systems, disciplines, & functions under purview
  • Develops and maintains system disaster recovery plans and procedures and conducts system testing as required by project Quality Assurance and Cybersecurity programs
  • Maintains awareness of technical, project, and company (Corporate) standards in the areas of application, network, and computing infrastructure hardware and software, and the interconnection and integration requirements for such technologies (e.g., desktops, servers, storage systems, virtual computing platforms, firewalls, switches, gateways, VTC equipment, Voice Over IP)
  • Other duties as assigned by PCAPP IS&T Manager


Qualifications and Skills

Basic Qualifications

  • Must be a US Citizen
  • Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety). *
  • Bachelor’s degree in Computer Science, Engineering, Information Technology, or related discipline from an accredited college or university and 9 years of professional, relevant experience in complex Information Systems
  • In lieu of a degree, 15 years of professional, relevant experience in complex Information Systems 


Minimum Qualifications

  • Basic knowledge of project management concepts and tools
  • Ability to handle customer interactions in a professional, accurate, effective and timely manner
  • Excellent Analytical skills and ability to articulate ideas and write clear and concise reports
  • Strong organization and documentation skills using project provided templates
  • Ability to collaborate and maintain solid working relationships with internal and external peers and customers
  • Works well with others both senior and junior in experience – both a good student and good teacher
  • Extensive hands-on experience with Information Systems design, implementation, performance tuning and troubleshooting
  • Good working knowledge of enterprise LAN/WAN architectures
  • Good working knowledge of datacenter operations
  • Experience with and knowledgeable about current data center, communication system, & information security technologies (e.g. VMware/ESXi, storage system technology, virtual desktop technology, routing, switching, firewalls, gateways)
  • Good working knowledge and experience with SNMP-based management systems and monitoring architecture
  • Solid understanding of common Internet, networking, & communication protocols and applications (TCP/UDP, IP, DNS, CIFS/SMB, VoIP, SNMP, HTTP/S, SSH, SSL, Active Directory, SQL/DBMS etc.)
  • Solid working knowledge of Microsoft LDAP and Active Directory
  • 1+ years’ experience within a NIST RMF program (e.g. DoDI 8510.01, DOE o 205.1B/C)
  • Must meet DODI 8570.01-M IAT II certification (e.g., CompTIA Security+) within 6 months of employment


Preferred Qualifications

  • Active DoD 8570.01 IAT level II certification (e.g. CompTIA Security+ CE)
  • Experience supporting an operating plant or laboratory environment supporting information systems
  • Demonstrated progression of professional and leadership experience
  • Competent w/ Linux/Unix OS and utilities
  • Experience establishing an SNMP based system monitoring & alerting architecture/solution
  • 3+ years’ experience within a NIST RMF program (e.g. DoDI 8510.01, DOE o 205.1B)




This project is subject to the Army Regulations (AR50-6 Chemical Surety) which governs persons performing work under the Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated. Eligibility to be placed in a UAP position requires US citizenship.
