Project Overview

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the operations and munition destruction phase as of September 2016.  

 

Candidates for unescorted access to the Chemical Limited Area candidate must successfully clear National Agency Check with Local Check (NACLC); all employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at a construction site. Eligible Foreign National applicants must possess a US Government issued Green Card and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.

 

Position Summary

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for a Government Property Administrator at the Pueblo, CO location. This position will report to the Government Property Manager at the PCAPP project. This position provides principal support to the project in the administration of the government property control program in accordance with the Federal Acquisition Regulations and the NS&E Government Property Management Manual.

 

This is a long-term assignment and may require additional overtime hours as deemed necessary.

 

Responsibilities

  • Identifies requirements such as compliance/flow downs from prime contract, adheres to contract insurance provisions, deviations from standard procedures/manual
  • Develops procedures, instructions, forms, and training programs
  • Implements government property processes such as property control, inventories, training, employee orientation, and disposal processes
  • Maintains property record databases for uniquely identified property, summary records, subcontractor property, excess property and disposed property
  • Prepares various property reports upon request such as government inventory and government property status
  • Prepares trend analyses
  • Participates in government property related meetings and organizes materials for the preparation of meetings, presentations and training sessions
  • Contributes to the development and delivery of ongoing training concerning property management
  • Conducts investigations and inquiries into government property management issues. This could be for the loss, damage, or destruction of government property or vehicle accident reviews. Coordinates with other functional departments as necessary
  • Prepares or assists in the preparation of periodic status reports such as locations, property value and utilization status
  • Acts as a Customer Service Representative providing assistance to the customer in the area of property control
  • Receives information from customers for input into the customer service matrix. Supports property custodians as necessary in order to keep the property database updated
  • Works with Legal and Risk Management on any issues involving the control of property and the risk as to the disposal of property
  • Provides technical and functional guidance to Government Property Control Specialist (s) and other government property control personnel
  • Develops and administers government property procedures

 

Qualifications and Skills

Basic Qualifications:

  • Bachelor’s Degree in Business Administration or Supply Chain Management plus 6 years of relevant work experience in general procurement, government property control and/or related experience or In lieu of a degree, 12 years of relevant work experience in general procurement, government property control and/or related experience
  • Must have the right to work and remain in the US without sponsorship 

Minimum Qualifications:

  • Knowledge of contract types, terms and legal requirements
  • Knowledge of Federal Acquisition Regulations, and applicable Agency Supplements
  • Understanding of governmental contracts and the flow-down of applicable clauses and requirements
  • NPMA CPPA certified or willing and able to become certified within 18 months of being hired

 Preferred Qualifications:

  • Knowledge of the Bechtel Procurement System and Maximo System

 

 


 

This project is subject to the Army Regulations (AR50-6 Chemical Surety) which governs persons performing work under the Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated. Eligibility to be placed in a UAP position requires US citizenship.

This PCAPP position falls under the scope of the McNamara-O’Hara Service Contract Act of 1965 (SCA). The SCA requires PCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working.
