Project Overview:

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agents in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the operations and munition destruction phase as of September 2016.  


Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.


Position Summary:

Bechtel NS&E is looking for a Cybersecurity Analyst to support Industrial Control Systems (ICS) operations at the Pueblo, CO location. This position will support the efforts of information security and technology following NIST guidelines. Performs complex assignments that require initiative and independent judgment in the selection and use of established principles and procedures. Performs a range of work activities in a wide variety of contexts to support infrastructure and operating system operations within complex Distributed Control Systems (DCS). Plans, schedules, and monitors own work within a limited time horizon. As part of normal job duties, employees may be required to be in an on-call status to be able to promptly respond to and address user/customer needs. This position will be deployed into a site Cybersecurity organization to support ICS / DCS cyber monitoring operations and Risk Management Framework (RMF) system documentation. As part of normal job duties, employees may be required to be in an on-call status to be able to promptly respond to and address user/customer needs.


This PCAPP position falls under the scope of the McNamara-O’Hara Service Contract Act of 1965 (SCA). The SCA requires PCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working.


Job Dimensions:

A. Supervision Received

  • Receives technical and administrative supervision from Information Systems Security Manager (ISSM) or designee.
  • Works in a supervised environment and is subject to frequent review.
  • Plans, schedules, and monitors own work within a limited time horizon, using applicable methods, procedures, tools, equipment, and standards effectively with only occasional reference to others.

B. Supervision Exercised

  • None. May provide technical direction as appropriate to associate team members within a discipline.

C. Contacts

  • Makes frequent contact with Bechtel and/or project end-users, subcontractors, and customers to resolve problems and issues relating to RMF program requirements.
  • May contact other personnel in IS&T, other Bechtel functions and/or projects, and selected users to gather or provide information on specialized information technology-related activities.
  • May liaise with vendors and equipment providers as necessary to support the project.
  • Works with system stakeholders (including US Government customers) to define timeframe requirements.
  • May be called upon to support (on a temporary basis) other Bechtel projects requiring RMF / Cybersecurity assistance.


This is a long-term assignment with a 4 x 10s schedule. The work hours are from 6:30 am – 5:00 pm Monday – Thursday or Tuesday – Friday. Alternative schedules are available (9 – 80s, 5x8s) with manager approval. This position may require additional overtime hours as deemed necessary. This is an on-location assignment. Teleworking may be supported under some circumstances with proper approvals and generally only for a temporary basis.



  • Understand and utilize cyber threat intelligence sources.
  • Enhance the technical analysis capabilities.
  • Monitors and analyzes Intrusion Detection Systems (IDS) and Security Information and Event Management (SIEM) to identify security issues for remediation.
  • Conduct analysis of multiple data sources to identify potential indicators of compromise.
  • Recognize potential security violations and takes appropriate actions to report the incident to supervision.
  • Support, monitor, test, and troubleshoot hardware and software issues pertaining to systems under purview.
  • Apply computing environment-specific cybersecurity program requirements to identify areas of weakness.
  • Apply appropriate security controls and assess the performance of those security controls as identified by supervision.
  • Implement, test, and monitor cybersecurity safeguards for system(s) under the purview in accordance with implementation plans and standard operating procedures.
  • Analyze patterns of non-compliance and take appropriate administrative or programmatic actions to minimize security risks and insider threats.
  • Perform system audits to assess security-related factors within the systems under purview.
  • Develop and maintain cybersecurity documentation necessary to support the authorization status of the system(s) under purview.
  • Communicate cyber events to internal and external stakeholders.
  • Generate accurate reports leveraging provided templates.


Job Knowledge:

  • Working knowledge of network & server infrastructure systems architecture concepts, configurations, and standards.
  • Working knowledge of Distributed (integrated) Control Systems architecture, concepts, configurations, and standards.
  • Working knowledge of NIST RMF standards, principles, and processes.
  • Working knowledge of the corporate, industry, and professional standards.
  • Basic knowledge of project management concepts and tools.
  • Ability to handle customer interactions in an accurate, effective, and timely manner.
  • Ability to articulate ideas and write clear and concise reports.


Qualifications and Skills

Basic Qualifications:

  • BS/BA degree in Information Technology or Management with emphasis on Cybersecurity or a similar degree (e.g. Computer Science, Engineering) from an accredited college or university, and at least three (3) years of practical work experience in information/cybersecurity or other relevant experience, including any combination of:
    • At least two years of experience within information technology or security disciplines.
    • At least one year of experience within ICS / DCS disciplines.
    • Experience with Assessment and Authorization (A&A) and/or Certification and Accreditation (C&A) process using the NIST SP 800-37 Rev. 1 (RMF) or DOD DIACAP (or equivalent US government) methodologies.
    • Experience with RMF continuous monitoring activities of an accredited information system.
  • In lieu of a degree, 9 years of relevant work experience is required.
  • May substitute 2 years of relevant experience with an MS/MA in information technology with a focus on Cybersecurity/Information Assurance.
  • Must be a US Citizen.
  • Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety). *


Minimum Qualifications:

  • CompTIA Security+ or capability to meet DODI 8570.01-M IAT II certification within 6 months of employment.
  • Two (2) years experience with the following:
    • Technical Knowledge of RMF NIST SP 800-37.
    • Technical Knowledge of NIST SP 800-82.
    • Technical Knowledge of NIST SP 800-53.
    • Other NIST 800 series guidance as it relates to supporting an RMF program.
  • Strong documentation skills using project provided templates.
  • Ability to collaborate and maintain solid working relationships with peers internal and external to the project and the NS&E organization.


Preferred Qualifications:

  • Experience working in an analyst role within an RMF accredited system.
  • Experience working in a Cybersecurity discipline within an industrial control environment.
  • Experience with maintaining a Plan of Actions and Milestones (POA&M) and System Security Plan (SSP) for an accredited information system.
  • Experience with eMASS.
  • Hands-on experience with enterprise SIEM solutions (Splunk and/or DarkTrace).
  • Project management experience.
  • CompTIA Security+ CE.
  • CISSP or Associate of ISC2.
  • GSEC.
  • SSCP.
