Project Background

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the operations and munition destruction phase as of September 2016.  


Candidates for unescorted access to the Chemical Limited Area candidate must successfully clear National Agency Check with Local Check (NACLC); all employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at a construction site. Eligible Foreign National applicants must possess a US Government issued Green Card and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.


Role Overview
The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for a Buyer at the Pueblo, CO location. This position will report to the Purchasing Supervisor at the PCAPP project working under direct to general supervision. Performs tasks involved in the formation and administration of purchase orders and the identification and administrative control of materials. 


This PCAPP position falls under the scope of the McNamara-O’Hara Service Contract Act of 1965 (SCA). The SCA requires PCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working.


This is a long-term assignment with a 9-80s schedule. The work hours are from 6:30am – 4:00pm Monday – Thursday, and 6:30am – 3:00pm every other Friday. This position may require additional/different shifts and overtime hours as deemed necessary.


Principle responsibilities include, but are not limited to:

  • Performs tasks involved with the cradle to grave administration of purchase orders.
  • Communicates in a professional manner with suppliers and personnel within Bechtel to establish clear definition of requirements, and to assure performance to purchase order terms and conditions. 
  • Prepares bidder pre-qualification, bidder lists, bid solicitation, bid analysis, makes commitments and administers purchase orders through the closeout of the orders.
  • Communicates with suppliers as necessary to achieve required service and results from potential and actual suppliers to meet project needs.
  • Communicates with Engineering, Operations and other project departments to assist and/or guide them in the preparation of material requisitions for the procurement of materials and equipment and to achieve the understanding needed to process these requisitions.
  • Ensures personal knowledge of the Bechtel and PCAPP Procurement processes and procedures and maintains work within those parameters.


Basic Qualifications:

  • Bachelor’s Degree in Business Administration, Supply and Logistics Management, or similar discipline.
  • In lieu of a degree, 6 years of progressive, relevant work experience in general procurement, materials handling, buying, warehousing, and expediting
  • Must have the right to work and remain in the US without sponsorship
  • Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety).*


Minimum Qualifications:

  • Experience with PCAPP Operations Phase including work control and maintenance
  • Good written and oral communications skills
  • Good knowledge of general business practices, procurement and administrative procedures.
  • Proficient in organizing tasks for completion by an agreed deadline.
  • Proven ability to function as part of a multi-discipline project team and to support team goals.


Preferred Qualifications:

  • Knowledge of the Bechtel Procurement System and Maximo
  • Basic knowledge of schedules and budgets
  • Basic understanding of materials and equipment being expedited.
  • Knows how to deal professionally with suppliers and project personnel.
  • Basic understanding of materials and equipment being expedited.
  • Basic knowledge of Federal Acquisition Regulations, and applicable Agency Supplements.
  • Basic understanding of Governmental Contracts and the flow-down of applicable clauses and requirements.


This project is subject to the Army Regulations (AR50-6 Chemical Surety) which governs persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated. Eligibility to be placed in a CPRP or UAP position requires US citizenship.
