Proposal Coordinator

SUMMARY:

Responsible for the preparation, review, and finalization of qualification documents, a particular section/volume of a large proposal, and tools/systems needed to support proposal preparation.

 

JOB DIMENSIONS:

A.  Supervision Received

  • Reports to and receives operational and functional guidance from the Marketing & Business Development (M&BD) Services Manager.  During a proposal, receives daily direction from the Proposal/Process Manager or designee.

B.  Supervision Exercised

  • Supervises technical personnel for information gathering and assigned proposal specialists to prepare a qualification document or a particular section/volume of a large proposal.

C.  Contacts

  • For qualification documents, coordinates proposal strategy, development, and approval process with appropriate M&BD Sector Managers.  Coordinates with M&BD Services Manager as appropriate for support services including (but not limited to) graphic artists, administrative support, production coordinators, technical editing, and production services.
  • As the lead on a particular section/volume of a proposal, coordinates with Proposal/Process Manager on strategy/goals for that section.
  • Coordinates with project managers and functional managers to establish and maintain contacts needed to keep proposal databases current

     

    ESSENTIAL JOB DUTIES:

     

  1. Leads qualification document preparation including:
  • Assisting M&BD Sector Manager or M&BD Manager in analyzing customer needs and issues, and developing response strategy.
  • Developing budget and schedule (as needed) and tracking compliance with those baselines.
  • Assembling and supervising resources needed to respond to request for qualifications.
  • Managing preparation of response on daily basis including guiding and reviewing the work of other authors, writing material, supervising Proposal Specialists and making decisions affecting document’s overall format and content.
  • Obtaining management reviews of draft including soliciting input from Contracts and Legal.
  • Finalizing document by incorporating comments and overseeing production cycle.
  1. Leads preparation of an entire section/volume of a proposal including:
  • Assisting Proposal Manager with developing strategy/goals for that particular section or volume.
  • Recommending resources needed for that section/volume to the Proposal Manager.
  • Supervising the work of all resources assigned to the section/volume including coaching on the proposal process, disseminating the strategy and goals, and overseeing progress and quality of work through frequent reviews.
  • Reviewing other sections/volumes of the proposal to ensure compatability of information among the various sections/volumes.
  • Writing section/volume summaries, introductions, and specific material.
  • Approving the section/volume for incorporation into the overall proposal prior to management reviews.
  • Resolving comments on the section and finalizing all work submitted by the various section authors prior to submittal to the Proposal Manager for final incorporation into the overall proposal.
  1. Leads the development of follow-up material and clarifications of any material in the qualifications or specific section/volume to customers.
  2. Maintains data, tools, and systems needed to support preparation of qualification documents and proposals (i.e., project description databases, resume databases, corporate/division/project statistics, commendation files, etc.).  Develops generic proposal material.

 

JOB KNOWLEDGE:

  • Experience in developing qualification documents, contracts, proposals, and customer presentations.
  • Thorough knowledge of all aspects of company capabilities, operations, history, experience, and approaches.
  • Skill in persuasive oral and written communication with ability to prepare a final sales document or presentation.
  • Demonstrated skill in supervisory functions and understanding of proposal preparation processes.
