Project Overview:
The rapid growth of AI and digitalization is fueling unprecedented demand for data centers that require large, reliable sources of energy. In response to this market trend, the Renewables & Clean Power (R&CP) team have signed an early works contract to build one of the largest gas fired power generation facilities in the U.S. Our team is helping the customer progress early-stage development, that would lead to the start of full EPC delivery next year. The candidate will act as the Project Field Engineer on the CCGT Project in Pecos, Texas.
The candidate may start in the home office in Reston, VA or Houston, TX, as single status, to support preconstruction planning, ahead of project mobilization to the field when the candidate will locate on a long-term assignment to the project in Pecos, TX. This position is contingent upon project award.
Job Summary:
In this role, you will manage a team and provide field engineering leadership for work planning and packaging, material management, quantity validation, safety and quality control, technical inspection and testing knowledge, and coordination of system turnover and subcontracts. Your oversight will ensure field engineering activities operate safely, are complete, and conform to quality standards and project requirements and other activities as assigned by the Site Manager.
This position is designated as part-time telework per our global telework policy and will require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership. #LI-JL1
Major Responsibilities:
Leadership/Supervision
- Proactively engages with their teams’ development through CPM, competency development/assessment and feedback.
- Develops and recommends the construction engineering staffing plan for approval by the Site Manager (or appropriate level of Project Management) and prepares employee requisitions.
- Directs construction engineering activities of the assigned construction engineering staff, ensuring compliance with procedures.
- Responsible for supervision of the Field Engineering, Document Control, Survey, and IS&T departments while on site project.
Work Planning & Packaging
- Directs the design of temporary construction facilities as required.
Material Management
- Directs preparation of requisitions for field procured materials, material substitution, services, and equipment.
- Approves and/or delegates the approval for all Field Material Requisitions pertaining to permanent plant.
Quantities
- Possesses responsibility for quantity take-off, control, reporting, and forecasting.
Safety / Quality Control
- Ensures zero accident philosophy and requirements are implemented and adhered to by craft and others when in the operational area, and tools and equipment are in safe condition and operated safely.
STR / Subcontract Coordinator
- Reviews and approves inspection test plans.
- Coordinates reviews of subcontractor submittals.
Education and Experience Requirements:
- Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience.
Required Knowledge and Skills:
- Previous experience delivering a combined cycle power plant and leading teams and multi-discipline Field Engineering teams, as an Area Field Engineer, Project Field Engineer or equivalent.
- 10+ years of Field Engineering experience in process plant and/or combined cycle power plant construction. Preference given to those with combined cycle experience.
- Preference given to candidates with multi-discipline experience (i.e. CSA, Piping, Mechanical, Electrical, Instrumentation, etc).
- Advanced knowledge of ASME Section I and B31.1, IEEE, NFPA 60E, applicable ACI Standards, NEC, IBC, etc.
- Previous experience and knowledge of Advanced Work Packaging (AWP).
- Familiarity and working knowledge of the Bechtel suite of applications (i.e. TeamWorks, SetRoute, PipeFighter, SteelSlayer, Aconex, SP3D/Navisworks etc.).
- Familiarity with the combined cycle initiative.
- Experience with project setup and temp facilities, in addition to system turnover and completion.
- Knowledge of the constructability process and interfacing with design engineering.
- Extensive knowledge of implementing the Bechtel SWPPs and setting up a project QMS.
- Expert knowledge of the FCD, RFI, and NCR process.
- Priority given to candidates with previous Bechtel power plant experience, preferably combined cycle.
- Experience implementing a constructability program.
- Previous experience delivering projects in an EPC Direct Hire environment.
- Extensive experience working in North America, in a Union Building Trades environment is preferable.
