Project Overview:
The Cheniere Corpus Christi Liquefaction (CCL) Project is a Liquefied Natural Gas (LNG) export facility located on the north shore of Corpus Christi Bay in Gregory, Texas. The 1,000+ acre facility started bulk early works in July 2015 as the first greenfield export facility in the United States. Bechtel has successfully and safely completed construction and it now consists of three operating Trains with an LNG production capacity of approximately 15 million tons per year (MTPA), three LNG storage tanks with combined capacity of 480,000 cubic meters of LNG, 2 Jetty superstructures that can accommodate the world’s largest vessels, and dozens of associated buildings and utilities.
Corpus Christi Liquefaction Project Stage 3 (CCL3) is a new phase at the existing CCL facility and will consist of seven midscale liquefaction trains with an LNG production capacity of approximately 10 MTPA and associated infrastructure including utilities. CCL3 will perform all this work predominantly on a direct hire basis with support from only a few specialty and service subcontractors.
Job Summary:
The Distributed Control System (DCS) Engineer will report to the Controls Lead. The position will be responsible for the commissioning and testing of the overall Integrated Control and Safety System (ICSS) or a specific subsystem that may include but not limited to the Distributed Control System (DCS), Safety Instrumented System (SIS), the process Fire and Gas System (FGS), and subsystem Programmable Logic Controllers (PLC). The DCS Engineer will work with project instrument, electrical, mechanical, and process engineers to commission all process control, safety requirements and system interfaces. Successful candidate must be willing to work a flexible schedule including day shift, split shift, or night shift. #LI-SP1
Major Responsibilities:
- Provides functional oversight of the ICSS within the Commissioning and Startup project group.
- Responsible for the testing, commissioning, and Startup of the ICSS scope of work comprising large-scale process control (DCS), safety instrumented systems (SIS), process fire and gas systems, process control data network systems and supporting fiber optic telecommunications infrastructure.
- Produce and interpret technical drawings and specifications.
- Analyze commissioning requirements including installation, purchasing, and contractual issues.
- Support site acceptance testing of integrated control and safety system (ICSS) hardware, ensure cyber security is maintained.
- Performs system cause and effects testing.
- Audits ICSS activities, ensuring compliance with the project’s Execution Plan, Project Procedures Manual, Startup Procedures (STCP's) and Design Change Notices (DCN's).
- Provides input to project reporting such as, quantities, schedules, and budgets for the ICSS.
- Facilitates technical discussions with third parties (client, suppliers, and regulators).
- Communicates complex technical issues and recommends solutions to upper management.
- Support of system testing, commissioning and startup.
- Initiate Project Technical Requests (PTR) for issuing Requests for Information (RFIs), Field Change Documents (FCDs), and Non-Conformance/Compliance Reports (NCRs) and coordination between project site, contractors, clients, and home office.
Education and Experience Requirements:
- University/B.S. degree in Electrical Engineering (or related field) plus 6 years of experience or 10 years of equivalent industry experience in-lieu of a degree, including a minimum 5 years of ICSS industry experience.
Required Knowledge and Skills:
Basic Qualifications:
- Experienced in ICSS for industrial projects.
- Demonstrated success in ICSS design and development with multiple platforms such as Emerson, Honeywell, Yokogawa, etc.
- A broad working knowledge of technology in the specialty area such as the following: ICSS system design and interfaces Application software logic programming (function block, sequential, and ladder) Process control loops (simple and complex) Design and implementation of Level 1 – 4 of the Process Control Network Communication network protocols such as Ethernet/IP, Modbus RTU or TCP, OPC, HART, etc.
- Design and implementation of Wireless Instrumentation network (ISA 100.11 and Wireless IEC 62591 HART).
- Design and implementation of configurable I/O platforms such as Emerson CHARMS, Honeywell Universal I/O, Yokogawa N-IO, etc.
- Third party system integration PLC design and programming (i.e. Allen-Bradley Control Logix).
- Advanced understanding of instrumentation field wiring, implementation, and testing.
- Design and development of Process Control Graphics ICSS commissioning and start up experience.
- Application and adherence to IEC 61511 Safety Instrumented Systems for the Process Industry in SIS design.
- Proven ability to exercise a high degree of individual initiative, discretion, and judgment.
- Demonstrated ability to problem-solve in high pressure situations with changing priorities and deadlines.
- Demonstrated ability to motivate team members effectively & positively in a collaborative team environment.
- Strong oral communication and interpersonal skills to effectively negotiate, problem-solve, and formulate solutions are required.
- Strong written communication skills to produce technical documentation and business correspondence meeting professional standards are required.
Additional Information:
Work requires the physical ability to conduct field inspections including but not limited to: extensive walking in and around a construction site often in high heat and high humidity conditions, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).
