Project Overview:
Bechtel is partnering with Cheniere to support Plant Support Services (PSS) and Systems Migration in preparation for additional trains at their Sabine Pass LNG liquefaction facility (SPL). SPL is operating a six-train natural gas liquefaction facility and export terminal situated on a 1,000+ acre site in Cameron Parish, Louisiana, four miles from the Gulf of America and 13 miles from Port Arthur, Texas.
Job Summary:
In this hybrid role, you will work closely with a small team on a dynamic and challenging Capitol Project scope of work in a live operating LNG facility by providing Supply Chain support and be involved in all facets of the Bechtel Supply Chain Process.
Performs field purchasing duties, bid solicitation, bid analyses, planning, negotiation and commitment of purchase orders for Project Plant Support Services (PSS). Administers field purchase orders following commitments. Solicits and evaluates budgetary quote requests to support project estimates. Responsible for PSS materials management activities at project jobsite, including receiving material, performing kick and count, storing of material and issuing material to Construction as required. Ensures material availability in advance of installation requirements. Assists in the identification of surplus or unneeded materials.
Major Responsibilities:
- Reports to and receives operational direction from the PSS Field Procurement Supervisor.
- At the jobsite location, reports to and receives operational direction from the PSS Area Field Engineer.
- Maintains direct working relationship with Field Engineering and Construction concerning the receipt and availability of materials for issuance to the field.
- Develops and issues purchase orders as assigned by performing the following:
- Communicates with Engineering, Construction, or other functions to assist and/or guide them in the preparation of service requisitions. All activities associated with Field Purchasing such as but not limited to bidding process, commercial negotiations, commercial bid evaluations, working with Responsible Engineer to achieve technical approval of bids, bidder recommendation, Purchase Order award and expediting of materials.
- Directs negotiations in the award of purchases (including change management), following review and approval of the proposed negotiating plan by the designated supervisor.
- Provides input to project schedules and reports as directed.
- Supports other supply chain activities, as required.
- Supports estimating activities by obtaining and evaluating budgetary bids.
- Performs all work activities in accordance with established policies and procedures.
- Coordinates the receipt, inspection, storage, inventory control (manual and/or automated), physical security and issuance of materials and equipment.
- Identifies the need, and completes the action, for all unsatisfactory, over, short and damaged material and equipment received at project temporary operating and jobsite locations.
- Initiates actions to identify and dispose of material and equipment declared excess to project needs by project management.
- Prepares the site constructability reports as required for 30, 60, and 90-day lookaheads
- Performs material coordination activities at jobsite within material discipline of responsibility to ensure the accurate reporting of material and equipment work package statuses for installation.
- Monitors planned inventory control mechanisms, such as min-max and bag-and-tag and uses Digital Supply Chain Tools.
- Continuously performs priority allocations to ensure material availability well in advance of installation requirements.
- Coordinates material availability in support of design revisions, rework, contingency or work-around plans.
- Participates in Construction and/or Subcontractor planning meetings to be fully aware of changes in installation plans and priorities.
- Coordinates with warehouse personnel for materials to be issued directly to the installation area, as opposed to being controlled in storage.
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience
Required Knowledge and Skills:
- Knowledge and experience in purchase order administration, including change management and material coordination.
- Skill in working and communicating effectively, both orally and in writing, with other project functional groups, such as Engineering, Construction, Project Management, other functional groups, and subcontractors.
- Knowledge of Bechtel Digital Supply Chain System (DSCS) and Site Sense Inventory Data base system is preferred.
