Project Overview:
The Cheniere Corpus Christi Liquefaction (CCL) Project is a Liquefied Natural Gas (LNG) export facility located on the north shore of Corpus Christi Bay in Gregory, Texas. The 1,000+ acre facility started bulk early works in July 2015 as the first greenfield export facility in the United States. Bechtel has successfully and safely completed construction and it now consists of three operating Trains with an LNG production capacity of approximately 15 million tons per year (MTPA), three LNG storage tanks with combined capacity of 480,000 cubic meters of LNG, 2 Jetty superstructures that can accommodate the world’s largest vessels, and dozens of associated buildings and utilities.
Corpus Christi Liquefaction Project Stage 3 (CCL3) is a new phase at the existing CCL facility and will consist of seven midscale liquefaction trains with an LNG production capacity of approximately 10 MTPA, and associated infrastructure including utilities. CCL3 will perform all this work predominantly on a direct hire basis with support from only a few specialty and service subcontractors.
Job Summary:
Provides support under the direction of senior ES&H management for the project implementation and ongoing compliance with Core Process 109 Craft Based Leadership. Performs technical safety and health tasks, sampling, and the training required for worker (peer to peer) monitoring activities. #LI-VB1
Major Responsibilities:
- Reports to and receives technical direction and functional supervision from the ES&H Manager.
- Maintains dialogue with representatives from each department within the facility to monitor compliance with the ES&H program, procedures, and regulatory requirements.
- Maintains an open forum with peers in other Bechtel facilities on ES&H matters.
- Ensures compliance with and completes implementation of Core Process (CP) 109.
- Attend safety orientation for new hires, project teams and clients promoting the CBL Program.
- Prepares ES&H reports and studies of a technical nature as they apply to CBL.
- Aids in follow through on inspection and audit findings to ensure corrections are made as per CBL feedback for CBL Quality and Reviewing Program.
- Writes and posts weekly CBL message’s, publishes and delivers as required for CBL focus areas.
- Ensures proper record retention for the following documents, following the guidelines in CP 109: training attendance list, meeting minutes and attendance list.
- Executes other ES&H duties as assigned by ES&H manager or supervisor.
- Conduct CBL presentations to labor unions and contractors as required in coordination with Labor Relations.
- Chairs, records and coordinates actions for weekly CBL meeting.
- Reports and documents data trends and discuss with ES&H teams - performance graphs, behavior by category (work area or other demographics) as decided by CBL team, behavior trends – safe and at risk.
- Ensure requirements for refresher and specialized training are tracked and implemented and maintain a training calendar.
- Supports projects with specialized training requests.
Education and Experience Requirements:
- Bachelor of Science Degree in a specialized scientific field (e.g., safety, industrial engineering, public health) or process / mechanical engineering plus 3 years of practical work experience in the discipline performing the responsibilities listed above or in lieu of a degree, 9 years of directly related work experience.
Required Knowledge and Skills:
- Confident user of Microsoft Office Suite, SharePoint, Power BI and One Drive tools.
- Highly proficient trainer and facilitator of adult learning and assessment.
- Demonstrates ability to prepare and present effective oral and written reports.
- Demonstrates experience in the identification of training needs and coordination of training delivery.
- Experience, understanding and implementation of Craft-Based Leadership Programs.
- Experience in development, presentation, and assessment of ES&H education and training plans/packages on large construction projects required.
- Excellent verbal, writing and presentation skills.
- Ability to work unsupervised.
- Ability to manage multiple priorities and operate in a fast-paced environment.
- Knowledge in safety engineering, behavior-based safety, and/or environmental compliance activities.
- Knowledge of governmental ES&H standards, procedures, rules, and regulations.
- Prior experience and training leading to the thorough understanding of the knowledge described above.
Additional Information:
Work includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site often in high heat and high humidity conditions, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).
