Project Overview:

Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located at State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake.

Job Summary:

In this role, you will be responsible for material management activities for a project or jobsite. You will ensure conformance to corporate policies including the receipt, inspection, storage, inventory control, physical security, and issue of materials and equipment. You will monitor employee utilization, work hours, and staffing. Your efforts will help ensure accurate, efficient, and timely material management.  #LI-CS1

Major Responsibilities:

  • Supervises a team of materials coordination personnel on a project.
  • Conducts annual performance reviews and recommends salary actions, classification changes, terminations, and transfers. 
  • Develops project workhour estimates for Materials Coordination function.
  • Monitors project work and the expenditure of work hours within approved budgets. 
  • Indoctrinates newly assigned Materials Coordinators to the requirements and procedures of the global business unit, project, and Customer.
  • Monitors personnel to ensure they receive appropriate training and development to satisfy job performance criteria and company personnel development objectives. 
  • Assists the Materials Manager in establishing long-range personnel objectives and in developing personnel to fill materials management requirements. 
  • Implements Materials Management Plan with respect to applicable commodity groups within area of responsibility. 
  • Ensures adherence to the Material Responsibility Matrix by all responsible parties. 
  • Utilizes the materials components of the project Automation Plan (used by functional groups) to monitor related data transfers between the functional groups. 
  • Implements the planned construction activities and work packaging structure on the project through coordination with Field Engineering, Construction, and/or (Sub) Contractors, and Project Controls. 
  • Determines, with the functional groups, the best strategy for fabricated systems that provides the most overall value on the project. 
  • Implements planned inventory control mechanisms, such as min-max and bag-and-tag, and uses Bechtel Procurement System (BPS) tools to ensure construction material requirements are met. 
  • Coordinates material availability in support of design revisions, rework, contingency or work-around plans. 
  • Participates in Construction and/or (Sub) Contractor planning meetings to be fully aware of installation plans and priorities. 

Education and Experience Requirements:

Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience

Required Knowledge and Skills:

  • Must have previous warehouse supervisory experience. 
  • Knowledge of materials management automated systems, interfaces between systems, and how data is shared and managed. 
  • Ability to blend materials management with project work packaging strategy. 
  • Good organizational skills. 
  • Knowledge of the full scope of materials management functions on a construction project, including personnel required to execute known workload. 
  • Demonstrated leadership skills. 
  • Broad understanding of standard field procurement procedures, including knowing the requirements set forth in the Standard Work Process Procedures.  
  • Advanced knowledge of Field Procurement operations related to the receipt, storage and control of materials on a project. 
  • Advanced knowledge of Field Engineering disciplines, work processes and the deliverables produced. 
  • Advanced knowledge of Bechtel Procurement System (BPS), including drawing takeoff input, Look-Ahead Viewer, input of requisitions, receipt, storage, and issue of materials. 
  • Advanced knowledge of Project Bechtel Standard Applications Programs (BSAP) and their modes of data interfacing with BPS and each other. 
  • Advanced knowledge of vendor, fabricator, contractor, Customer and other outside data systems and how those systems interact with BPS. 
  • Intermediate knowledge of Microsoft Office applications. 
  • Advanced knowledge of work packaging, pre-buy methodology, and materials status reporting. 
  • Advanced knowledge of applicable Bechtel policies, instructions, and Procurement procedures and guidelines. 
  • Basic experience, skill, and/or training in supervising workload distribution and execution of the work, as well as personnel interviewing, selection, salary planning, classification changes, performance evaluation, career  counseling when delegated, training, terminations, and transfers. 
  • Basic skill in working with and communicating effectively with supervisors of other project functional groups, primarily Engineering, Construction, and Project Management.
