Project Overview:

The PALNG Project involves construction of a grassroots liquefaction and export facility along the Sabine-Neches waterway in Port Arthur, Texas. The Project is located in Southeast Texas on a region of land off the Sabine-Neches Waterway, which is connected to the Gulf of Mexico and the Intracoastal Waterway. Bechtel’s scope includes:  Two liquefaction trains, with capacity of producing 6.73 million tons per annum - Two 160,000 m³. LNG tanks - A marine facility with up to two LNG berths - A Material Offloading Facility (MOF) and two Pioneer construction docks - Condensate loading and refrigerant unloading truck facilities -  And all other associated facilities and utilities, including electrical power, condensate and refrigerate storage, and flares. Feed gas for liquefaction will be supplied though a high pressure 42”-diameter, underground pipeline transporting interstate quality natural gas from multiple supply regions and reservoirs. Construction of the project will utilize approximately 937 acres of undeveloped land, wetlands, and open water; of which approximately 900 acres will be altered and repurposed for construction of the PALNG liquefaction facility. All vessel traffic will access the Project via the Port Arthur Canal. Additionally, all construction equipment, vehicles and personnel will access the site from State Highway (SH) 87.

Job Summary:

The Construction Planner will be responsible for establishing and maintaining the project schedules utilizing Excel, Primavera, or Milestone Professional software. Detailed schedule development duties include determining the work activity duration and establishing the proper work flow logic ties for overall and individual departments (Engineering, Procurement, Subcontract, and Construction). Routine analysis and work-around option planning along with interface coordination with other departments at the jobsite. Other duties include providing input to the Weekly and Monthly Progress Reports, Short Term Work Plan, and issuance of the schedule analysis report. Assist in the maintenance of the Weekly Work Plans, Subcontractor Schedules, Weekly Quantity, Productivity and Progress Curves and updating of the Overall EPC Schedule. Initially, planner will be required to finalize Construction baseline schedule and associated reporting. #LI-CS1

Major Responsibilities:

  • Provides comments and recommendations for planning and scheduling requirements relative to staffing and project control. Prepares detailed staffing plans for planning and scheduling activities. Reviews design scope criteria and quantities for completeness and reasonableness, and coordinates with the project to develop additional estimating bases when information is incomplete. 
  • Reviews or assists in reviewing proposal provisions related to schedule and material control, and develops supporting data for contract negotiations.
  • Interfaces with designated Bechtel management and client counterparts for specific planning and scheduling tasks.
  • Conducts personnel performance reviews when delegated.
  • Plans and supervises the effort to establish milestones for the total project or major portions of the project. Reviews project work activities to ensure the support of project milestones. Coordinates the timely, systematic, and complete acquisition of scope definition and related data.
  • Prepares and analyzes comparisons of scope, quantities, and cost data between projects. Develops bid evaluation and schedule criteria and prepares bid evaluations. May participate in discussions with vendors.
  • Plans, organizes, and supervises schedule resource loading and leveling. Coordinates development of all bulk commodity release and installation curves. Integrates appropriate staffing requirements for each discipline/specialty relative to the overall project needs. Determines quantity and staffing levels in support of the project needs and schedule philosophy.
  • Supports development of scheduling standards and procedures. Compiles, summarizes, updates, and maintains historical schedule data. Monitors and reports critical-path and schedule performance of the total project.
  • Coordinates information input into specific studies. Responsible for integration of activities and total work scope identification. Evaluates study results and recommends conclusions for project team consideration and discussion. 
  • Prepares and presents the Schedule Impact Report. Leads the development and review of schedule recovery plans, including evaluation of additional resources/costs required to affect such plans.
  • Prepares and presents planning and scheduling information to management/clients.

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 2-5 years of relevant experience or 6-9 years of relevant work experience
  • Experience in performing, monitoring, and reviewing planning and scheduling functions, which include schedule development, control, and analysis, in the field and the home office.

Required Knowledge and Skills:

  • Skilled in oral and written communication.
  • Advanced level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.
  • Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
  • Demonstrated ability to plan, organize, direct, perform, review, and present schedule products independently with minimal supervision. This includes using a high level of professional judgment and knowledge related to technical planning and scheduling skills and engineering design, construction, and procurement practices.
