Project Overview:

Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. The Infrastructure Global Business Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects. As the #1 LNG EPC contractor by installed capacity, Bechtel has the capability to successfully deliver a broad range of LNG projects through our integrated EPC self-perform model, strategic partnerships, and proven experience in LNG project delivery. Partnering with Bechtel means lower cost, shorter delivery schedules, and greater certainty of outcomes for our customers.

Job Summary:

In this role the Rigging Engineer provides expertise in the planning, review, and execution of rigging activities to ensure safe and efficient execution of work. Supervises subordinate rigging engineers and/or other related personnel. Provides technical direction to construction engineers, superintendents and craft regarding rigging requirements. Independently prepares conceptual lift and transport studies. Provides technical input into the development of transport and rigging and lift strategies by advising project supervision and field engineering personnel on crane and heavy transport requirements. Prepares technical specifications for bid packages and assesses subcontractor technical bid packages for lifting and abnormal transport requirements. Provides input and assists in the preparation of estimates. Prepares medium and critical rigging plans; prepares lift data sheets and formal calculations. Reviews and approves medium and critical risk lift and site transport plans submitted by subcontractors or others if a Bechtel Certified Rigging Engineer (CRE), or coordinates the approval for critical lift and transport studies with a Bechtel CRE. May supervise the execution of lifting operations and abnormal site transport movements on a project, coordinating schedules with Project Controls. Develops rigging training materials and conducts rigging training courses as required. Monitors the application of standard work processes and procedures. Monitors compliance of rigging operations with approved rigging plans and applicable codes. Provides leadership in promoting a safe work environment.    #LI-TH1 

Major Responsibilities:

Rigging/Heavy Haul Tech Expert/Training Coordinator 

    • Serves as Master Trainer for all rigging/heavy haul related training including Competent Person Rigger. Must have capability to conduct Train the Trainer.  
    • Conducts coaching of craft personnel during field assessments and observations, ensuring best practices are being utilized. 
    • Responsible for working with project training team to ensure rigging/heavy haul training programs are properly set up and being executed by qualified instructors. 
    • Assist in assessment of the deployment and set up of all required rigging/heavy haul training programs across all projects under their purview. 
    • Assist in developing rigging training curriculum per project specific requirements. 
    • Receive technical and operational guidance from the Area Field Superintendent or assigned supervising manager.
    • Provide technical and administrative direction to construction contractors and EPCM contractors on site.
    • Coordinate construction activities with jobsite personnel, including contractors, customers, and other operating staff.
    • Lead Environmental, Safety & Health (ES&H) initiatives, including preparation and implementation of safety procedures and leading safety meetings for Bechtel and subcontractors.
    • Ensure all crane and rigging operations comply with procedures, standards, local regulations, and project-specific requirements.
    • Engage in Job Hazard Analysis (JHA) and Field-Level Hazard Assessment (FLHA) for rigging activities.
    • Oversee contractors’ maintenance of site cranes, ensuring safe usage, relocation, assembly/disassembly, rig up, raising/lowering of long boom cranes, proper set-up, and ground bearing conditions for crane pads.
    • Monitor and enforce the contractor lifting operations and crane operator qualification program, verifying certifications, state licenses, and medical certificates.
    • Ensure all assigned personnel are properly qualified, trained, competent, and compliant with all applicable standards and safe practices.
    • Inspect the site for unsafe conditions and practices, taking corrective action to resolve breaches.
    • Champion the ZERO Accident Philosophy, ensuring compliance with Bechtel and local/national safety codes and standards within assigned areas.
    • Review and approve subcontractor equipment/personnel mobilization and demobilization when required.
    • Conduct employee reviews and identify training and development opportunities for subordinate rigging personnel and craft professionals.
    • Provides knowledge and technical support in developing rigging, heavy haul, transport, and lift strategies for project management and field engineering personnel.  
    • Prepares technical specifications for bid packages. 
    • Assesses technical proposals of subcontractor bid packages for lifting and abnormal transport.  
    • Coordinates with subcontractors in the preparation of timely and compliant lift and site transport plans.  
    • Develops critical lift/heavy haul and transport studies as a Bechtel Certified Rigging Engineer (CRE).   
    • Extensive experience in rigging and crane operations within a construction or EPCM environment.
    • Strong knowledge of safety codes, standards, and regulatory requirements.
    • Demonstrated leadership skills in supervising teams and contractors.
    • Ability to communicate effectively and coordinate with diverse jobsite personnel.
    • Certifications and licenses relevant to crane operation and rigging preferred.

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 10-13  years of relevant experience or 14-17 years of relevant work experience

Required Knowledge and Skills:

  • Experience in oil, gas, refinery, petrochemical, minerals processing or power generating station construction is preferred.

  • Computer literate in word processing, spreadsheets, and database applications.

  • Working knowledge of applicable industry codes and standards.

  • Excellent communication and problem-solving ability.

  • Ability to read and interpret crane manufactures operator’s manual and load charts Experienced in safe use and inspection of rigging hardware.

  •  Coordinate and implement established area operational plans.

  • Assist in performing construction testing as required.

  • Perform other duties as required by Bechtel management Monitor and track utilization of all site cranes.

  • Certified rigger/signal person. NCCCO, NCCER or equivalent Certified crane operator, NCCCO, NCCER or equivalent Certified OSHA crane inspector.

  •  Accredited by a internationally approved association. LEEA, CPCS or equivalent.
