Project Overview:
Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake.
Job Summary:
In this role, you will conduct field investigations and client interviews to determine work scope and cost estimates for a project’s electrical engineering aspects. You will lead design, development, modification, and evaluation of electrical components and processes. Your recommendations will resolve technical issues and ensure uniquely complex requirements of a project’s electrical engineering aspects are met. #LI-ML1
Major Responsibilities:
Level 1
- Evaluates, selects, and applies standard electrical engineering methods, techniques, procedures, and criteria, using independent judgment in making adaptations and modifications
- Participates in the design, development and modification of components and processes used in the generation, manipulation, transmission, and storage of electricity utilizing relevant Engineering Department Procedures (EDPs), design standards and guides, and Bechtel Standard Application Programs (BSAPs)
- Coordinates work and collaborates with other engineering disciplines
- Coordinates electrical engineering efforts in assigned areas with specialty groups, engineering disciplines, the client, vendor, contractors, construction and other functional groups
- Prepares conceptual studies, designs, reports or proposals
- Provides technical assistance to other electrical personnel and will interact with project functions, the customer, and regulatory agency personnel in the resolution of complex regulatory issues and industry codes and standards
- Provides assistance to project and construction management in identifying and complying with project electrical requirements and in addressing issues as they arise during project execution
Level 2
- Designs, develops, modifies, and evaluates components and processes used in the generation, manipulation, transmission and storage of electricity utilizing relevant Engineering Department Procedures (EDPs), design standards and guides, and Bechtel Standard Application Programs (BSAPs)
- Prepares or assists in preparation of conceptual studies, designs, reports or proposals
- When delegated, provides guidance to other electrical engineering personnel for specific tasks or projects
- Mentors and assists more junior electrical team members
- Completes electrical documentation and procedures for installation and maintenance
- Selects components and equipment based on analysis of specifications and reliability
Education and Experience Requirements:
Level 1
- Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience
Level 2
- Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience
Required Knowledge, Skills, and Abilities:
- A professional license in an appropriate discipline from a recognized licensing board, OR
- Specialized courses in relevant general engineering, architectural design or an appropriate engineering discipline, AND Progressive work experience, including supervision, preferably in project and staff design engineering or architectural design but may include other relevant types of engineering including startup, field engineering or plant operation in large industrial plants, utilities, process plants or engineering/construction firms.
- Technical knowledge of related engineering systems, engineering calculations, applications of engineering and construction methods and materials, and engineering application of computers.
- Proficient knowledge of project engineering processes and procedures.
- Knowledge of related construction practices and the economics involved and current knowledge of new methods of design and construction.
- Proficient knowledge on planning, application and coordination of 2-D and/or 3-D Computer Aided Design (CAD) design processes on a project.
- Knowledge of industry/regulatory codes and standards and design criteria pertinent to the particular discipline.
- Skill in oral and written communication.
- Prior Field Experience preferred.
Specific experience in planning and executing greenfield or brownfield projects in one or more of the following market segments:
- Natural gas processing including liquefaction and regasification.
- Coal, gas or biomass to chemicals such as methanol and ammonia.
- Petrochemicals
- Carbon capture and sequestration.
- Solar and/or combined cycle power plants.
- Hydrogen value chain including electrolysis, reforming, liquefaction, transportation and fueling stations.
- Offshore and onshore pipelines.
- Desalination, raw water, demineralized water and waste water treatment plants.
- Familiarity with current process technologies and licensors associated with the above.
- Must be proficient in the use and application of international design standards including IEC and NFPA 70 (National Electrical Code).
- Proficiency in Microstation, SmartSketch, S3D is required.
- Previous experience as Design Supervisor/Lead Designer on FEEDs is a plus.
- Previous experience preparing estimated quantities, jobhour estimates, and schedule planning is strongly preferred.
- Ability to develop innovative ideas to reduce project total installed costs (TIC).
- Demonstrated prior experience/performance on Petrochemical and LNG projects.
- Broad knowledge of design and drafting techniques, engineering drawings, graphic arts, reading of drawings and reproduction methods used by the discipline. Skill in reading, interpreting and using related documents and drawings prepared by other project groups. Knowledge of the application of engineering and construction materials related to the discipline’s design responsibilities. Knowledge of discipline Design Guides, mathematical formulae and design calculations used in the discipline.
- Knowledge of procedures used for the procurement and quantity control of bulk materials applicable to the discipline.
- Knowledge of industry and regulatory standards, design criteria and codes relevant to the discipline.
- Broad knowledge of 2-D and 3-D computer aided drafting (CAD) tools.
- Knowledge of technical responsibilities of other groups associated with the total design effort. Demonstrated skill in organizing and supervising.
