Project Overview:

Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake.

 

Job Summary:

In this role, you will manage the organization and direction of project construction activities and oversee total site management including supervision of construction craft personnel, field engineering, contract administration, cost and schedule, field procurement, and finance and accounting. Your leadership will ensure project operations are compliant, safe, timely, within scope and budget, and clients are satisfied. #LI-AA1

 

Major Responsibilities:

SM Tier II - most applicable to Deputy Site Manager and Area Site Managers who are responsible for a very large vertical package or scope of work, and Site Managers on large projects (>$1B and/or >1500 craft) of high complexity with multiple stakeholders involved.

 

Leadership/Supervision

  • Manages the organization and direction of construction and related activities of a single construction project, including actions of Bechtel, subcontractors, suppliers, clients, and their representatives.
  • Acts as primary client contact for all project field activities. 
  • Oversees total site management including supervision of construction craft personnel, field engineering, contract administration, cost and schedule, field procurement, finance and accounting services, and craft resource personnel as applicable.  
  • Maintains client relationship and is the primary contact for client’s communication with the field activities and effective relation with other functional departments. 
  • Coordinates all project contractual activities. and participates in the development of contract, subcontract, or vendor scopes of work, budgets, contract formation, and negotiations

Planning

  • Oversees jobsite expenditures for labor equipment, material & services and ensures field operations are within the budget. 
  • Establishes project field procedures and objectives within corporate policies and procedures as necessitated by conditions at a jobsite. 
  • Develops, implements, and administers a jobsite security plan and coordinates the activities with corporate security department. 

Safety & Quality

  • Ensures development and execution of Project Automation Plan, Environmental Compliance Plan, safety plan, site survey plan, non-manual staffing plan, subcontracting plan, labor strategy, Construction Execution Plan, and job-site work rules. 
  • Plans and establishes procedures to ensure construction operations meet engineering designs and specifications

 

Education and Experience Requirements:

  • Requires bachelor's or master's degree (or international equivalent) and 15+ years of relevant experience or 19+ years of relevant work experience

 

Required Knowledge, Skills, and Abilities:

  • 5+ years of construction management experience on direct hire projects, preferably in a lump-sum environment.
  • Demonstrated planning and scheduling, procurement, and contracting experience.
  • Experience on an LNG construction site especially along the U.S. Gulf Coast.
  • Experience in oil, gas, refinery, petrochemical, minerals processing or power generating station construction is preferred.
  • Knowledge of Bechtel’s Zero Accident Philosophy.
  • Knowledge of the Project ES&H Handbook, the Supervisors ES&H Manual, the Project Safety Management Plan and the Bechtel Core Processes.
  • Knowledge of the Project Construction Environmental Control Plan.
  • Knowledge of the Six Sigma program tools and methodologies.
  • Computer literate in word processing, spreadsheets, and database applications.
