Project Overview:
Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The Phase 2 project is located within the overall Port Arthur LNG site. It features one LNG tank, two liquefaction trains, and an additional LNG loading berth, enhancing its capacity to meet growing global energy demands. The Project is being constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake.
Job Summary:
The Marine Civil and Structures Superintendent directs craft activities, subordinate superintendents, and others, as assigned. Is responsible for supervising and directing operations within the applicable discipline. Supervises and directs craft, craft supervisors and others including Subcontractors, as assigned. Reports to Area Superintendent for daily scheduled work priorities, coordination between other disciplines and assigned specific tasks. Supervises the development of schedules, manages performance, reports progress, and initiates action to assure program/project objectives and schedules are met and work is performed safely within schedule, budget and according to specifications. Ensures assigned construction operations and subcontractors’ performance are in compliance with specifications and within schedules and budgets. Performs general functions inherent in all supervisory field positions. Provides leadership for the development and maintenance of a high-performance project team. Has overall responsibility for scope execution, ensuring that Project is delivered within contract requirements, standards of quality and safety and to Customer and Bechtel performance expectations. Experienced in civil and structural work including reinforced concrete activities, rigging of precast caps and pipe piles, as well as marine works including managing barges, cranes and lifting equipment, and working near and over the water. Experienced working with supporting departments to advance work, including scaffolding, welding, and cranes/rigging.#LI-SP1
Major Responsibilities:
Leadership/Supervision (Discipline Supervision up to 25 craft):
- Supervises and/or directs craft activities as assigned.
- Schedules work to be performed and reviews work accomplished by each craft.
- Performs general functions inherent in all supervisory field positions.
- Participate in the development of contracts, subcontract, or vendor scopes of work, budgets, contract formation, and negotiations.
- Supports, coordinates, and reports field activities of construction subcontracts.
- Proactively engages with their team's development through CPM, Competency development/assessment and feedback.
Planning/Productivity:
- Determines workforce requirements.
- Coordinates established area operational plans.
- Coordinates activities with other disciplines or areas and clients’ resident representatives, as instructed by construction management.
- Assists in the preparation of construction drawings and sketches.
- Participate in the development of planning construction methods and procedures.
- Participate in the development of projections and schedules for workforce, material, and equipment requirements.
- Reviews and assigns installation work packages to foreman and general foreman.
- Reports and reviews installed quantities to Field Engineering for verification and quantity claiming.
- Reviews project controls documents on progress relating to cost and schedule.
- Participates in the development and implementation of level 4 and level 5 project schedules.
- Prepares reports and forecasts, including summary of construction progress, craft personnel forecasts, and expenditures forecast.
- Prepares construction methods, schedules, staffing charts, and material and equipment requirements.
- Reviews subcontractor construction methods, schedules, staffing charts, and material and equipment requirements.
- Participates in the coordination of construction operations impact on external interfaces to ensure they coincide with the overall established schedules.
- Participates in the Coordination with other subcontractors and external stakeholders (or subcontractors) to plan construction schedules.
Tools, Materials & Equipment:
- Monitors tool and equipment usage on the site.
- Prepares Field Material Requisitions for tools and consumables and ensures that the crafts have the tools they require to be productive.
Safety/Quality:
- Ensures the most current design document is used to complete the work and that all design changes are approved prior to implementation.
- Ensures assigned construction operations and subcontractors’ performance are in compliance with specifications and within schedules and budgets.
- Ensures the implementation of corporate/project policies, procedures, and instructions within assigned operations.
- Monitors the activities of subcontractors to ensure compliance with specifications and schedules.
- Monitors work activities and ensure the quality of work performed.
Technical:
- Works with Construction Field Engineers, Foremen, and Craft Professionals, in interpreting Engineering design documents, vendor documents, and other technical documents.
- Coordinates engineering solutions with Subcontractors, and Foremen and Craft Professionals.
- Coordinates with Design on constructability issues.
- Prepare testing processes and required test equipment.
- Inspects installed components for technical acceptance.
- Participates in development of Commodity Installation means and methods.
- Develops understanding of industry / International Codes & Standards applicable to work scope.
- Utilizes and leverages applicable automation software and processes as applicable.
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9 -12 years of relevant work experience.
- Minimum 5 years of experience as a superintendent or other senior site role responsible for leading and managing a multidiscipline work force.
- Experience in civil work such as precast caps and rebar, offloading and logistics for material including large bore pipe, and familiarity with Marine Construction.
- Direct hire construction experience on large scale Gulf Coast LNG project
- Prior experience with Bechtel
Required Knowledge, Skills, and Abilities:
- Have working knowledge of structural construction operations.
- Demonstrated commitment to Environment, Safety and Health (ES&H).
- Demonstrated commitment to a Zero Accident safety program.
- Must be computer-literate in word processing, spreadsheet, and database applications.
- Must be familiar with current industry quality standards.
- Basic ability to utilize the TeamWorks automation suite as the Bechtel Standard Application Programs (BSAPs).
- Basic knowledge of work packaging and the ability to utilize project software to support work activities.
