Project Overview:
Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake.
Job Summary:
In this role, you will lead a team and manage project cost estimating, analysis, and control activities. You will identify cost trends for management attention, support project organizational and administrative activities, and ensure work is completed as scheduled. Your data analysis will provide innovative solutions to cost engineering challenges, and your leadership will be essential to project success.
Major Responsibilities:
- Develops cost trend estimates to support project cost trend programs.
- Prepares and presents cost trend reports to project management.
- Provides recommendations and commentary on cost engineering requirements related to construction.
- Develops detailed staffing plans for cost engineering activities.
- Applies unit rates to quantities for accurate cost analysis.
- Supports the timely preparation and submission of cost estimates.
- Prepares and analyzes scope, quantity, and cost comparisons.
- Assists Commercial Management in the evaluation and development of claims.
- Oversees timely execution of cost control activities.
- Supervises cost recording, monitoring, and reporting to ensure compliance with applicable standards, accuracy, and consistency.
- Evaluates study results and recommends findings for project team consideration and decision-making.
Education and Experience Requirements:
Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9 -12 years of relevant work experience
Required Knowledge and Skills:
- Proven experience in cost engineering functions including cost estimating, cost control, financial reporting systems, and cost analysis.
- Knowledge and experience in supervision, personnel administration, and training of both technical and non-technical staff.
- Strong ability to plan, organize, direct, perform, review, and present cost engineering and estimating deliverables with minimal supervision, applying sound professional judgment and technical knowledge.
- Proficiency in Microsoft Excel, Word, PowerPoint, and general PC operating systems.
- Excellent oral and written communication skills.
- Familiarity with engineering and construction management practices acquired through specialized training or practical experience.
- Demonstrated ability to collaborate with diverse teams and stakeholders to achieve project objectives.
Preferred Qualifications
- Experience in Oil, Gas & Chemicals (OG&C), Liquefied Natural Gas (LNG), engineering, procurement, and construction projects.
- Proficiency in discipline-specific applications such as EcoSys (currently in use by Bechtel).
- Up-to-date knowledge of industry trends and technical innovations.
- Understanding of risk management practices.
- Proficiency in data visualization and reporting tools, such as Power BI.
