Project Overview:

Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. The Infrastructure Global Business Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects. As the #1 LNG EPC contractor by installed capacity, Bechtel has the capability to successfully deliver a broad range of LNG projects through our integrated EPC self-perform model, strategic partnerships, and proven experience in LNG project delivery. Partnering with Bechtel means lower cost, shorter delivery schedules, and greater certainty of outcomes for our customers. 

Job Summary:

In this role, you will provide supervision and direction to junior professional site works field engineering personnel and project field engineering support services which includes: work planning and packaging, material management, quantity verification and validation, safety and quality control, technical inspection and testing knowledge, and coordination of system turnover. Your work will contribute to ensuring field engineering activities operate safely, are complete, and conform to quality standards and project requirements. #LI-KL1

Major Responsibilities:

Leadership/Supervision:

  • Proactively engages with their teams’ development through CPM, competency development/assessment and feedback.
  • Supervises a broad range of construction engineering work within a specific engineering discipline.
  • Develops and recommends the construction engineering staffing plan for discipline group for approval by the PFE and prepares employee requisitions.
  • Directs construction engineering activities of the assigned construction engineering staff, ensuring compliance with procedures.

Work Planning & Packaging:

  • Coordinates with design on constructability issues.
  • Establishes a design/field engineering working relationship and lines of communication with the Project Engineer including agreement on engineering deliverables.
  • Supervises team of discipline field engineers responsible for quantity take-off, control, reporting and forecasting.
  • Possesses responsibility for sequencing and supporting creation of IWPs.
  • Directs the design of temporary construction facilities as required.
  • Coordinates the interfacing between the construction automation plan and the project controls program at the job site.
  • Reviews project controls documents on progress relating to cost and schedule.

Other Major Responsibilities:

Work Planning & Packaging:

  • Coordinates with the superintendents and subcontractors to plan construction schedules.
  • Implements controls over variables affecting job progress to ensure engineering and procurement provide timely delivery of drawings, materials and equipment and that other corporate services are fully utilized.
  • Coordinates field engineering work with the project startup group as required.
  • Demonstrates knowledge of AWP and turnover work packaging.

Material Management:

  • Directs the preparation of requisitions for field procured materials, material substitution, services, and equipment.
  • Reviews material receiving reports and warehousing to assure delivery of correct materials.

Quantities:

  • Possesses responsibility for quantity take-off, control, reporting and forecasting.
  • Possesses responsibility for quantity reporting database.
  • Oversees and administers automation and ensure direct reports are competent in their respective automation tools.
  • Utilizes quantity data analysis to make strategic decisions for to go work plans, performance analysis, unit rate analysis, man-power curves.

Safety/Quality Control:

  • Ensures zero accident philosophy and requirements are implemented and adhered to by craft and others when in the operational area, and tools and equipment are in safe condition and operated safely.
  • Possesses responsibility for ensuring compliance with procedures.
  • Develops a process for tracking and maintaining required site permits and licenses.
  • Supervises subcontract activities to ensure materials, equipment and workmanship comply with design plans and specifications.
  • Manages and directs the maintenance of construction engineering records for job history.

Education and Experience Requirements:

  •  Required bachelor's degree (or international equivalent) and 8 -10  years of relevant experience or 12-14 years of relevant work experience​.

Required Knowledge and Skills:

  • Site Works experience on an LNG construction site including excavations, soil stabilization, roadways, wick drains, dewatering/drainage plans, levee work, marine work including dredging, materials and testing, preferably along the Gulf Coast.
  • Experience in oil, gas, refinery, petrochemical, minerals processing or power generating station construction is preferred.
  • Computer literate in word processing, spreadsheets, and database applications.
  • Working knowledge of applicable industry codes and standards.
  • Excellent communication and problem-solving ability.
  • Demonstrated ability to manage and lead teams.
  • Maintain, promote, and cultivate a safe work ethic and work environment within the craft.
  • Able to work extended work schedules as required to support the project execution plans and schedules.
  • Demonstrated commitment to Environment, Safety and Health (ES&H).
  • Demonstrable commitment to a Zero Accident safety program.
  • Must have work authorization within the United States of America.
